HEALTH REVIEW COMMITTEE

PART II

PROGRESS WITH 2004/05 WORK PROGRAMME

1 The Committee has continued to build a constructive approach to health scrutiny across Hampshire County Council Service providers and with partner organisations. Emphasis has been on

    · Consolidating Working relationships with partners in the NHS, Local Authorities and Patient and Public Involvement Forums (P&PIFs)

    · Taking forward a programme of thematic reviews aimed at improving local service delivery

    · Managing referrals and inquiries from partner organisations

    · Responding to proposals from the NHS to substantially change or vary health services

    Action has also been taken to follow up progress with the implementation of recommendations made by the Committee, provide a framework against which the NHS can assess proposals to change services and raise the profile of the Committee with the NHS and other partner organisations.

2 In addition to the thematic reviews on Access to Podiatry for People with Diabetes and Access to Therapy Services for Children in School and Pre-School the Committee has considered and taken action on:

    · Diagnostic and Treatment Centres

    · NHS Direct

    · Arrangements for patient and public involvement in health

    · Progress with Lymington Private Finance Initiative

    · Differential Tariffs paid by Primary Care Trusts

    · Redevelopment of Queen Alexandra Hospital and services in south east Hampshire

    · Out of Hours Provision

    · Changes to Primary Care Trust Management Arrangements

    · Foundation Hospitals

3 The Committee has also carried out formal scrutiny on the decision of Winchester and Eastleigh NHS Trust to close inpatient services at The Mount Hospital on the grounds of patient safety. Also, jointly with Surrey County Council, formal scrutiny on Mental Health Service Provision in North Eat Hampshire and Surrey. Joint scrutiny with Southampton City Council is also to be carried out on the proposed re-provision of Acute Inpatient Mental Health Services and with Portsmouth City Council and the Isle of Wight Council on maternity provision in south east Hampshire.

4 The Committee has responded to consultation by the Strategic Health Authority on their proposals contained in HealthFit and Beyond HealthFit.

5 This supports Aims 1, 4 and 5 of the Corporate Strategy.
