SOUTH HAMPSHIRE RAPID TRANSIT: A3 PORTSMOUTH-WATERLOOVILLE-HORNDEAN PUBLIC TRANSPORT CORRIDOR PROGRESS REPORT AND SECTION 3 WATERLOOVILLE TOWN CENTRE PROJECT APPRAISAL

The A3 Corridor is a major public transportation scheme that forms part of the South Hampshire Rapid Transit (SHRT) network. The Department of Transport approved major scheme funding of £25.1 million for this project in October 2003. The project comprises on-road bus priority measures to help improve and maintain service reliability, new high quality passenger waiting facilities and more frequent, modern and high quality buses. This is a major project that is being implemented incrementally over a five year period and will result in raising the standard of public transport along the corridor, provide better integration with the local network and create a viable alternative to car travel for trips along the corridor and beyond.

Section 3 of the A3 Bus Priority Corridor is the third of five sections of highway works being undertaken on the Hampshire part of the route. It is the mid-point of this project and significant work will be undertaken in Waterlooville which is the major destination point on the north part of the route. In order for the project to proceed and to achieve the planned overall project completion in 2007, a decision was taken on 14 September 2004 to recommend approval of Section 3 of the project and related Traffic Regulation Order extending the Waterlooville Town Centre pedestrian zone into London Road, St George's Walk and Stakes Hill Road. The decision supports Aims 1, 2 and 4 of the Corporate Strategy (Maximising life opportunities, Stewardship of the environment and Building strong and safe communities) by creating quality public transport facilities to stimulate greater use and provide a real travel choice.

Subsequent to the meeting, a project appraisal for Section 3, Waterlooville Town Centre was approved by the Executive Member for Policy and Resources on 11 November 2004.
