207 DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate declare their interest, and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

    The Minutes of the meeting held on 19 October 2004 were confirmed as a correct record and signed by the Chairman.

    Arising thereon:

    Minute 184: Chairman's Communications - Members noted that the issue

    regarding the shortfall was still unresolved and would be given consideration

    by officers soon.

212 BURSLEDON CHURCH OF ENGLAND (CONTROLLED) INFANT

SCHOOL, SOUTHAMPTON - BUILDING DESIGN PROJECT

APPRAISAL

The Panel considered the report of the Director of Property, Business and

Regulatory Services (Item 6 in the Minute Book) on a project appraisal in

respect of three classrooms and ancillary extensions and removal of temporary

classrooms at Bursledon Infant school. Members noted that the School might

experience a fall in numbers due to the local population but was satisfied with

the arrangement.

RESOLVED:

That the Buildings, Land and Procurement Panel advises the Executive

Member for Policy and Resources that the design project appraisal at

    Bursledon School, Southampton, at an estimated cost of £877,000,

excluding fees, be approved.

213 SOUTH BADDESLEY CHURCH OF ENGLAND (CONTROLLED)

PRIMARY SCHOOL,LYMINGTON - BUILDING DESIGN PROJECT

APPRAISAL

The Panel considered the report of the Director of Property, Business and

Regulatory Services (Item 7 in the Minute Book) on a project appraisal in

respect a new classroom and staffroom and new hall and car park at South

Baddesley Primary School.

Members welcomed the investment in the building to provide improved

facilities for youngsters attending this popular school and felt it was a good

opportunity to contribute funding to a project for a hall. The Education

Department's Asset Management Plan required as many schools as possible

to provide halls.

RESOLVED:

    That the Buildings, Land and Procurement Panel advises the Executive

    Member for Policy and Resources that the design project appraisal at

    South Baddesley School, Lymington, at an estimated cost of £825,000,

    excluding fees, be approved.

214 WHITCHURCH CHURCH OF ENGLAND (CONTROLLED) PRIMARY SCHOOL - BUILDING DESIGN PROJECT APPRAISAL

The Panel considered the report of the Director of Property, Business and

Regulatory Services (Item 8 in the Minute Book) on a building design project

appraisal to extend the Whitchurch Primary School to provide two

classrooms, Information Computer Technology suite and corridor. Members

welcomed the improvements and noted the rare area of growth.

RESOLVED:

That the Buildings, Land and Procurement Panel advises the Executive

Member for Policy and Resources that the design project appraisal for the

Whitchurch Primary School, at an estimated cost of £431,000,be approved.

215 WINCHESTER CULTURAL CENTRE - BUILDING DESIGN

PROJECT APPRAISAL

The Panel considered the report of the Director of Property, Business and

Regulatory Services (Item 9 in the Minute Book) on a building design project

appraisal for extensions and alterations to Jewry Street Library to form new

cultural centre. Members supported the design proposals for the project to

provide a Flagship Discovery Centre for Hampshire and to provide a

significant opportunity to raise the profile of Winchester.

RESOLVED:

      That the Buildings, Land and Procurement Panel advises the Executive

      Member for Policy and Resources that:

      (i) the project appraisal for the Winchester Cultural Centre, at an

      estimated cost of £7.25m, excluding fees, be approved.

      (ii) that authority be given to the Director of Property, Business and

      Regulatory Services to settle terms for and complete the transfer of land

      Surrounding Jewry Street Library from Winchester City Council.

216 CORPORATE ASSET MANAGEMENT PLAN

The Panel considered the report of the Director of Property, Business and

Regulatory Services (Item 10 in the Minute Book) on the updated Corporate

Asset Management Plan reflecting updated performance data, current

procurement initiatives and updated project details. Members
noted the

excellent performance indicators set out in Annex 2 and excellent client

feedback results set out in Annex 3 of the report.

    RESOLVED:

That the Buildings, Land and Procurement Panel advises the Executive

Member for Policy and Resources that the updated Asset Management Plan at

Appendix 1 of the report be approved.


217 MISCELLANEOUS APPROVALS

    The Panel considered the report of the Director of Property, Business and

    Regulatory Services (Item 11 in the Minute Book) on the arrangements in

    place to appoint consultants with lower levels of professional indemnity and

    public liability insurance to complete asbestos surveys in the County Council's

    built estate. The report also seeks approval to include additional schemes in

    the New Deal for Schools and capital repairs programme and to negotiate with

    preferred specialists to complete recladding work at Brookfield and

    Mountbatten School.

    Members noted that the Director of Property, Business and Regulatory

    Services had adopted a flexible approach and had created a small risk

    assessment model to select relevant criteria when appointing consultants

    with lower levels of professional indemnity and public liability insurance

    to complete work for the County Council's built estate.

RESOLVED:

That the Buildings, Land and Procurement Panel advises the Executive

Member for Policy and Resources that approval be given to:

(i) the insurance arrangements put in place when appointing

consultants to complete asbestos surveys throughout the County

Council's built estate.

(ii) the additional New Deal for Schools and capital repairs allocations as

detailed in paragraphs 3.1 and 3.2 of the report.

(iii) the procurement proposals associated with the recladding of Brookfield

and Mountbatten Schools.

218 EXCLUSION OF THE PRESS AND PUBLIC

RESOLVED:

That, by virtue of paragraph 9 of Part 1 of Schedule 12A of the Local

Government Act 1972, the press and public be excluded for the remainder of the

meeting.

219 FORMER ALTON LIBRARY

The Panel considered the confidential report of the Director of Property,

Business and Regulatory Services (Item 12 in the Minute Book) on the proposed

disposal of surplus land at the former Alton Library site. The Panel supported

the development and the offer received from Global Group.

RESOLVED:

That the Buildings, Land and Procurement Panel advises the Executive

Member for Policy and Resources that:

(i) the sale of the former Alton Library site comprising 0.08ha (0.2ac) to the

Global Group in consideration of £712,000, subject to contract.

(ii) the implementation of further design improvements to the proposed scheme

development and the grant of detailed planning consent, and

(iii) the Director of Property, Business and Regulatory Services (Head of Estates

Practice) be authorised to settle the detailed terms of the disposal.
