Health Review Progress Report

1. Summary

1.1. The Committee's first group of reviews came under the banner of the health of our children and young people. The first two reviews were completed in March 2004 with the Children and Young Peoples Strategic Partnership adopted the review reports and actions. They are now providing six month progress reports for:

          · The Health of Children Looked After

          · The Health of School Age Children

1.2. Of the two remaining review ` the Mental Health of Children' is to be looked into at a later date and `Access to Therapy Services for Children in School and Pre-school' is reaching its conclusion and forms part of this report

1.3. In addition the Health Review Committee asked for a Review of `Access to Podiatry services for People with Diabetes'. This is also reaching its conclusion and is included in this report

2. Progress with Health of Children Looked After and Health of School Age Children Recommendations

2.1. An oral report for both of these reviews will be presented by Viv West on behalf of the Children and Young Peoples Strategic Partnership

3. Access to Therapy Services for Children in School and Pre-school.

3.1.1 A Member working group was nominated consisting of:

          · Cllr Mrs Dickens

          · Cllr Mrs Heron

          · Cllr Mrs Holden-Brown

          · Cllr Mrs Randall

          · Cllr Mrs West

3.2. The review commenced in May 2004 when Cllr McNair Scott and the Health Review Officer met to discuss the review scope and project plan. The working group met on 23 July to receive presentation from key stakeholders and identify the issues for access to therapy services. It was decided that in the light of the forthcoming National Standards Framework for Children that the review working group would meet again in October. This would give an opportunity to consider how national initiatives could be translated locally

3.3 This review was extremely complex due to nebulous guidance on what is `educational' or `non-educational' provision, the lack of joint strategic co-ordination and leadership across the county and disparity in service delivery.

3.4 The review recommendations represent evidence gathered from a number of stakeholders. The working group has attempted to gather a wide range of views but recognises that further work is needed on the potential for integrated services in the light of the Children Bill and National Service Framework for Children.

4 Access to Podiatry Services for People with Diabetes

4.1 A Member working group was established consisting of:

          · Cllr Dowden (Chairman)

          · Cllr Mason

          · Cllr McIntosh

          · Cllr Mrs. West

4.2 The review commenced in May 2004 when Cllr Dowden and the Health Review Officer met to discuss the review scope and project plan. A preliminary meeting had been held in December 2003 to identify issues and had led to the inclusion of this review in the Health Review Committee programme.

4.3 In preparation of the review meeting questionnaires were sent to Podiatry Managers across Hampshire to map service provision and identify common issues and concerns.

4.4 The working group met on 22 September to discuss responses from the questionnaire and identify recommendations to overcome barriers to service delivery

4.5 The Review Working Group identified ethnic minorities, adults with learning difficulties and the elderly as particularly vulnerable groups in society. At this point it was recognized that discussions with Social Services leads would be vital to addressing this agenda

4.6 The review recommendations represent evidence gathered about health provision for podiatry services and views from the Podiatry Managers.

5 Recommendations

      · That the six month feedback report from the Children and Young Peoples Strategic Partnership be noted

      · That for `Access to Therapy Services for Children in School and Pre-school' the Health Review Committee supports the recommendations to seek responses to the review findings and conclusions.

      · That the Health Review Committee supports the recommendations for `Podiatry Services for People with Diabetes' review.

      · The Health Review Committee request responses by Friday 7 January 2005. These will be presented to the Committee at it's meeting on Tuesday 25 January
