    AT A MEETING of the HAMPSHIRE FIRE AND RESCUE AUTHORITY PERFORMANCE REVIEW COMMITTEE held at Hampshire Fire Service Headquarters, Eastleigh on Wednesday 1 December 2004.

77 MINUTES

    The Minutes for the meeting held on Wednesday 8 September 2004 were confirmed as a correct record and signed by the chairman.

Arising thereon:

    Minute No. 71 - Best Value Performance Indicators (BVPI) Local Performance Indicators (LPI), Activity Indicators (AI) - It was reported that the Director of Property, Business and Regulatory Services had confirmed that the threat of arson was taken into account in risk assessments of Hampshire County Council buildings and in particular it was a significant feature in risk reviews.

79 RECOMMENDATIONS AND ACTIONS ARISING FROM INTERNAL AUDIT REPORTS

    The Committee considered the report of the Chief Officer (Item 5 in the Minute Book) setting out the internal audit action report. The Committee were advised that a meeting had been set up with the Chairman of the Performance Review Committee and Chairman of the Governance Committee to clarify the respective roles of the two committees in relation to the Internal Audit reports.

    RESOLVED:

    That the internal audit action report be noted.

80 BEST VALUE PERFORMANCE INDICATORS (BVPI), LOCAL PERFORMANCE INDICATORS (LPI) AND ACTIVITY INDICATORS (AI)

    The Committee considered the report of the Chief Officer (Item 6 in the Minute Book) detailing the performance indicator data for the second quarter 2004/05, including all amendments made to year end 2003/2004 data as identified by the Auditors.

    The Committee discussed in detail BV143(i) relating to the "Number of deaths arising from accidental fires in dwellings per 100,000 population". The target of zero deaths was the ideal aim, however it was pointed out that in 2003 there had been 6 accidental fire deaths. The Committee considered that Hampshire Fire Service should aim to be in the upper quartile for Fire Authority's in relation to this target and that further discussions should take place with the Committee Chairman.

    RESOLVED:

    That the performance of Hampshire Fire and Rescue Service be noted and the strategies to meet the targets set be endorsed.

81 PROGRESS REPORT ON THE ACTIONS TAKEN TO MEET THE RECOMMENDATIONS MADE IN THE PREVIOUS BEST VALUE REVIEW OF PROCUREMENT

    The Committee considered the report of the Chief Officer (Item 7 in the Minute Book) detailing the progress made on the actions taken to meet the recommendations made in the previously conducted Best Value Review of Procurement.

    In considering the report it was noted that 9.3.2., 9.7.5 and 9.7.7 as set out in the schedule had been achieved and would therefore be deleted from future reports.

    RESOLVED:

    That the actions taken towards meeting the recommendations listed in the review of procurement be approved.

82 PROGRESS REPORT ON BEST VALUE REVIEW OF VEHICLE WORKSHOPS

    The Committee considered the report of the Chief Officer (Item 8 in the minutes Book) noting the progress taken in the review of vehicle workshops.

    It was noted that a special meeting of the Performance Review Committee would need to be arranged in January, 2005 to consider the report on the review.

    RESOLVED:

    That the progress taken in the review of vehicle workshops be noted.
