1. Summary

1.1 The following decision is sought:

That the attached Project Appraisal for the deployment of Intelligent Transport Systems infrastructure and applications at a total estimated cost of £200,000, including £11,000 fees, be approved as follows:

(i) Bus Departure Information System Andover Bus Station (£45,000);

(ii) closed circuit television traffic monitoring and installation of Variable Message Sign in Basingstoke (£80,000);

(iii) Central Office Management for Integrated Transport/ PDA/Web/Kiosk development (£25,000);

(iv) Automatic Number Plate Recognition System - Phase III of contract (£17,000);

(v) deployment of a Journey Planning Kiosk in Winchester (£12,000); and

(vi) development of Floating Vehicle Data System (£10,000).

2. Reason

2.1 The decision supports the following Aims of the Corporate Strategy:

(i) Aim 2 (Stewardship of the Environment) by improving travel choice;

(ii) Aim 4 (Building Strong and Safe Communities) by providing an informed and safe environment for travellers; and

(iii) Aim 5 (Improving Services) by providing improved traffic and travel information to travellers both prior and during their journey, essential in the promotion of alternative travel modes to the private car.

3. Other Options Considered and Rejected

3.1 Taking no action. The proposals build upon and develop existing Intelligent Transport Systems (ITS) applications and the Traffic and Travel Information Centre in line with the broader ITS Strategy.
