Scheme

7.1

Introduction

The need for a crossing facility at this location was originally identified as part of the proposed Chestnut Avenue cycle route. Whilst the cycleway element of the scheme is still under development, it is considered that the crossing facility can be installed as a wide Puffin type crossing to complement the existing pedestrian networks in the vicinity. This has also been identified in the Travel Plan for the nearby B&Q development which is part funding the works through a Section 106 agreement.

If Chestnut Avenue cycle route is progressed, this crossing could then easily be upgraded to a Toucan pedestrian and cycle crossing.

7.2

Details

The crossing will be installed as a wide Puffin type capable of conversion to a Toucan type when the cycle route is implemented. The crossing is located approximately 70 metres north of the Chestnut Avenue exit from Tollbar roundabout. This distance should minimise the impact on roundabout operation during the crossing phase.

A central island will have to be removed to facilitate the crossing, with a proposed right turn ban to prevent this movement into an adjacent access road.

A pedestrian and traffic survey at this location gave a PV² value of 1.67 x 108, which is above the level where a controlled crossing is justified.

A location plan is attached and a detailed drawing no.17/C352/4/100A will be displayed at the meeting.

7.3

Standards

The Puffin crossing has been designed to national and county standards and will be safety audited.

7.4

Statutory Procedures and Consultation

A 28 day public notice giving details of the crossing was posted at the proposed location on 11 August 2004; no comments have been received.

A Traffic Regulation Order to prohibit the right turn into the access road serving the Alldays Headquarters is being advertised. Hampshire Constabulary and the local Member have raised no objections. No other objections are anticipated, as this movement is currently prevented by a central island that will have to be removed to facilitate the proposed crossing.

The proposal has the support of the Chandlers Ford Commuter Forum and Eastleigh Borough Council.

7.5

Policy Considerations

The proposed crossing is consistent with the aims of the local transport strategy and the development of effective work-based travel plans in the area.

7.6

Environmental Impacts

There is no significant environmental impact from this proposal.

7.7

Land Requirement

No land acquisition required. All works to be confined within existing public highway limits.

7.8

Local Member's View

The local Member, Councillor Luffman, supports the proposal.

7.9

Equalities

The new controlled crossing facility will incorporate tactile paving and dropped kerbs to assist crossing movements and provide a safer environment for people with disabilities.

7.10

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

7.11

Sustainability

The provision of a Puffin crossing will improve the conditions for pedestrians and vulnerable highway users in this part of Chandlers Ford. It will also help the development of effective work-based travel plans in the area and form part of the future cycle route on Chestnut Avenue. The use of recycled materials and sustainable construction methods will be employed.

This scheme is being funded from a developer contribution of £65,000 and £50,000 from the Pedestrian Crossings Programme.

Maintenance Implications
