Scheme

7.1

Introduction

The existing busy roundabout junction of Romsey Road/Twyford Road, on the A335 in Eastleigh, handles approximately 3,000 vehicular movements in the peak hour. This includes a large number of heavy goods vehicles on Bishopstoke Road arm from the nearby industrial areas. With the addition of the Lidl shopping development, this five arm roundabout presents significant crossing difficulties on this pedestrian desire line.

Developer contributions have been collected by the County Council and Eastleigh Borough Council from Lidl development to address the identified need for safe and convenient pedestrian crossing points to and from this popular store, linking to nearby town centre and transport connections.

7.2

Details

The scheme comprises new pedestrian crossing points on 3 arms of the roundabout, with the addition of two standard pedestrian refuges and widening two existing splitter islands. These will all include dropped kerbs and tactile paving.

As the roundabout is in an area that is generally congested during peak hours, it is not anticipated that the introduction of these crossing facilities will significantly impede traffic flows.

The footway on the north western arm of the roundabout running from Romsey Road into Twyford Road will also be widened.

An area of low scrub growth will be cleared and replaced with anti-pedestrian paving on western side of Bishopstoke Road to provide an adequate sight line for pedestrians crossing on this arm.

Anti-skid surfacing is to be provided on vehicular approaches to all arms of the roundabout.

A location plan is attached and a detailed drawing (No. 17/A335/10/004 - rexA) will be displayed at the meeting.

7.3

Statutory Procedures and Consultation

There are no statutory procedures required for work of this nature. Eastleigh Borough Council has been involved with the development of the scheme and are fully supportive of it.

7.4

Policy Considerations

Improved facilities at this busy vehicular junction will provide safety and pedestrian policy benefits, linking with nearby transport connections and the town centre.

7.5

Environmental Impacts

The project will provide sustainable alternatives to the motor vehicle for customers to the Lidl store development. An area of low scrub will be cleared to provide adequate sight line on the Bishopstoke Road crossing point.

7.6

Land Requirement

No land acquisition required. All works to be confined within existing public highway limits.

7.7

Alternative Arrangements

A scheme comprising cycle crossing facilities around the arms of the roundabout has been rejected as being impractical.

Possible installation of Sculpture Art work on the roundabout has been rejected at this time due to proximity of services and the long term possibility of signalisation at this junction as part of the Chickenhall Lane Link Road scheme.

7.8

Local Member's View

The local Members for the area, Councillor Davies-Dear and Councillor Mrs Holden-Brown, fully support the proposals.

7.9

Equalities

The enhancement of facilities for pedestrians, to include dropped kerbs and tactile paving, will assist crossing movements and provide a safer environment for people with disabilities.

7.10

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

7.11

Sustainability

The scheme will improve the environment for walking with improved links from the development to the railway station and town centre. This will help walking. The use of recycled materials and sustainable construction methods will be employed.

8.

Financial Arrangements

The expenditure for the scheme is detailed below. The funding is by a combination of developer contribution collected from the Lidl Store development by both Eastleigh Borough Council and the County Council. The legal agreements indicate this money must be spent on improvements to this junction by May 2005. The next quarterly report on the Capital Programme will reflect the updated financial requirements for this scheme.

Maintenance Implications

These will include the on-going maintenance of the additional illuminated bollards and street furniture associated with the widened footway and crossing points. This will be taken into account at the setting of the annual budget.
