Project Appraisal: Andover Station to Town Centre

1. Summary

1.1 The following decisions are sought:

      (i) That the attached Project Appraisal for the implementation of a shared cycle track/footway that follows both an off- and on-road route, at an estimated cost of £350,000, be approved.

      (ii) That, under the powers contained in Sections 65 and 66 of the Highways Act 1980, the sections of footway identified within the proposal as `shared use' be converted to cycle tracks to permit use by cyclists and pedestrians.

2. Reason

2.1 This decision supports Aim 2 (Stewardship of the Environment) and Aim 4 (Building Strong and Safe Communities) of the Corporate Strategy to provide safer and sustainable alternative forms of transport between the station and town centre.

3. Other Options Considered and Rejected

3.1 As part of the scheme a project feasibility study investigated the possibility of a contra-flow section along Bridge Street which was rejected after consultation on the grounds of safety. It was established that a more circular route offered a safer option and would encourage higher usage. The Bridge Street contra-flow section was therefore considered to be unacceptable on the grounds of safety and cost.
