1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal to carry out environmental improvements at Shore Road, Warsash, as part of the Regeneration of Older Urban Areas programme, at an estimated cost of £439,000, be approved, subject to necessary permissions for work on the foreshore and adjacent to party walls. This report supersedes the Project Appraisal for Shore Road, Warsash with an estimated cost of works of £360,000 approved on 13 July 2004.
2. Reason
2.1 This decision supports Aim 2 of the Corporate Strategy (Stewardship of the Environment) by developing the distinctiveness and quality of the Warsash Conservation Area.
2.2 The County Council's Regeneration of Older Urban Areas (ROUA) programme is managed to implement landmark projects to raise the quality of life for all who live, work and visit in urban areas. All projects are designed to demonstrate the benefits of making the best use of land and property; high quality design; long life solutions and materials; and appropriateness to the local sense of place.
2.3 Following approval of the Project Appraisal for this scheme presented on 13 July 2004 at an estimated cost of £360,000, further development of the proposals has revealed significant additional impacts and costs, including applying the provisions of the Party Wall Act and meeting the requirements of the Environment Agency. In light of this, the overall scheme has been reviewed to ensure that it continues to represent value for money. The extent of resurfacing of the Shore Road car park has been reduced and the improvement of the access to the Harbour Master's Office, including rebuilding of brick walls, has been withdrawn in response to these investigations. Proposed resurfacing of part of Shore Road, where it joins the western end of Passage Lane, has also been deferred to benefit from coordination with future programmed highway maintenance operations. The original estimate has therefore been updated and, in the realistic expectation of further unforeseen costs being incurred during the implementation phase, the contingency figure has been considerably enhanced. This Project Appraisal presents the revised estimates and, subject to approval, this scheme will proceed to tender early next year with the intention of commencing the work in September 2005 to minimise disruption.
2.4 The funding for this project will be drawn from the confirmed ROUA 2001/03 and 2003/05 programme budget allocations for the Warsash project and specialist fees as follows:

The delivery of the other projects in the ROUA programme remains unaffected by the utilisation of the budget allocation as set out above.
3. Other Options Considered and Rejected
3.1 Alternative design approaches have been considered. The current scheme is considered to enhance the character of the area, and represents the most appropriate technical solution and the most sensitive to conservation of the cultural asset.
