1. Summary
1.1 The following decisions are sought:
(i) That the attached Project Appraisal for the implementation of a shared cycle track/footway along the A327 Summit Avenue between the Nokia Development and Elles Road, Farnborough, and the associated street lighting replacement to bring it up to current standards, at an estimated cost of £320,000, be approved.
(ii) That, under the powers contained in Sections 65 and 66 of the Highways Act 1980, the section of footway identified within the proposal as `shared use' be converted to cycle tracks to permit use by cyclists and pedestrians.
2. Reason
2.1 This decision supports Aim 2 (Stewardship of the Environment) and Aim 4 (Building Strong and Safe Communities) of the Corporate Strategy by providing sustainable alternatives of transport and safer community facilities for everyone.
3. Other Options Considered and Rejected
3.1 A split-level pedestrian and cycle path on the north side of the A327 Summit Avenue was considered and publicly consulted on in 2002. However, it was established that the southern side offered the safer option and would cater for higher usage. The split-level option therefore was considered unacceptable in both safety and cost terms.
