STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

The A327 Summit Avenue has a traffic flow of around 14,000 vehicles per day, with housing, schooling, shopping, recreational facilities and a business park all running alongside. Currently, on the route of the proposed scheme, there are large sections with no footways or cycle paths. The need for these to be implemented can be seen through the evidence of unofficial pedestrian track wear on the verges, and a high volume of cyclists, 45 on the day of monitoring, using the road as a link between two current off-road routes at either end of the A327 Summit Avenue.

The provision of a shared pedestrian footway/cycle track to link in with the existing routes.

ROAD IMPROVEMENT PROPOSAL (Client Department)

National/County Network and Policies

The proposal is consistent with the County Council's Local Transport Policy, North Hampshire Transport Strategy and Rushmoor Borough Council's Cycle Plan. It will provide safer and improved facilities for pedestrians and cyclists, and so assist reduction in the reliance on the car.

Details of Scheme and Design Standards

The installation of the shared pedestrian/cycle path, along with central island refuges at the crossing points, comply with Department for Transport and Hampshire County Council standards and the design has received a safety audit. A location plan is attached and a detailed plan will be displayed at the meeting.

Environmental Impact

There are no adverse environmental impacts as a result of this proposal.

Land Requirements

No land acquisition required. All works to be confined within existing public highway limits.

Statutory Procedures

The sections of footway identified on the scheme drawings as being for shared use by pedestrians and cyclists will be converted by approval of this Project Appraisal, using powers provided under Section 65 of the Highways Act 1980.

Public Consultation

Consultation with the public was carried out on 6 and 7 February 2004, with a public exhibition. The event was advertised through a local free issue newspaper. The majority of comments showed support of the scheme.

Local Member's View

The local Member, Councillor Sheehan, has been informed.

Equalities

The proposed footways will provide access to all, and the proposed crossing points will incorporate tactile paving for the visually impaired, with flush kerbs at the crossing points for wheelchairs, prams and the less mobile.

Maintenance Implications

The revenue implications of this proposal will be taken into account in the setting of the annual budget.

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

Sustainability

The scheme will encourage walking and cycling as an alternative to the car in the localised area. The presence of signage and central refuges will assist in reducing vehicle speeds. Wherever possible recycled materials are to be used for the construction of this scheme.

ROAD IMPROVEMENT - ALTERNATIVES CONSIDERED

A split level pedestrian and cycle path on the north side of the A327 Summit Avenue was considered and publicly consulted on in 2002. However it was believed that the southern side offered the safer option and would cater for higher usage. The split level option was considered unacceptable in both safety and cost terms.
