1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal for the implementation of a `Ghost Island' type priority junction on the A339 at its junction with the U256 (Basingstoke Road), at an estimated cost of £134,000, be approved.
2. Reason
2.1 This decision supports Aim 4 of the Corporate Strategy (Building Strong and Safe Communities) by providing a `ghost island' right-turn facility at the above location, thus reducing the number of injury accidents associated with this manoeuvre.
3. Other Options Considered and Rejected
3.1 Four options were considered by Atkins as part of a feasibility study, which was funded by the Highways Agency. This funding was secured during the A339 detrunking negotiations.
3.2 The other considerations consisted of a roundabout, a near-side passing bay, and left-hand diverging lane loop.
