STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

As part of the A339 detrunking negotiations, sites with a high incidence of injury accidents were identified by the County Council's Safety Engineering Team. The Highways Agency undertook to install the recommended measures at these locations before the road was handed over to the County Council. This location, however, where there had been 13 injury accidents (11 involving right turn manoeuvres) reported in a three year period, required more detailed and time-consuming investigation and it was therefore agreed that in order to progress the detrunking programme, funding for a feasibility study into possible options would be made available to the County Council. The feasibility study was undertaken by Atkins and highlighted the proposed measure of a right-turn ghost island as the best option to alleviate the high incidence of right-turn/shunt type accidents at this junction.

ROAD IMPROVEMENT PROPOSAL (Client Department)

National/County Network and Policies

This scheme supports the County Council's road safety and casualty reduction policies.

Details of Scheme and Design Standards

The proposals will utilise the existing deceleration and acceleration lanes (that are non-standard on a road of this type) to help fit in the ghost island. The design adheres to the design standards of the Department for Transport, together with those of the County Council.

Environmental Impact

The amount of queuing traffic will be reduced as a result of the design. An Ecological Survey has been undertaken. Some areas were identified as requiring specific ecological precautions, though the scope of the works is not expected to impinge upon these sensitive areas.

Land Requirements

No land acquisition required. All works to be confined within existing public highway limits.

Statutory Procedures

No statutory procedures are required for construction.

Public Consultation

The proposals have been discussed and agreed with officers from Basingstoke and Deane Borough Council. The scheme was included in the Casualty Reduction Programme report that was agreed by both the County Council and Basingstoke and Deane Borough Council Members at the Basingstoke and Deane Highway and Transport Advisory Panel on 10 November 2004. The Police have also been included in discussions.

Local Member's View

The local Member, Councillor Mrs McNair-Scott fully supports the proposed scheme.

Equalities

The site is rural with no pedestrian facilities in the vicinity.

Maintenance Implications

There will be minimal revenue implications of this proposal and they will be taken into account in the setting of the annual base budget.

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

Sustainability

The option chosen takes advantage of the existing acceleration and deceleration lanes for the dedication of the right-hand turning lane. This minimises new pavement construction.

ROAD IMPROVEMENT - ALTERNATIVES CONSIDERED

Four options were considered by Atkins as part of a feasibility study, which was funded by the Highways Agency. This funding was secured during the A339 detrunking negotiations.

The other considerations consisted of a roundabout, a near-side passing bay, and left-hand diverging lane loop.

Recommendation

That this Project Appraisal for the implementation of a `Ghost Island' type priority junction, on the A339 at its junction with the U256 (Basingstoke Road), at an estimated cost of £134,000, be approved.
