    Bursledon CE Infant School

    Report by the Director of Property, Business and Regulatory Services

      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide three new permanent classrooms and a resource space will have an immediate benefit for the school.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

    1.1

    Bursledon Church of England (Controlled) Infant School is a 270 place school, located in a residential area on a site shared with Bursledon Junior School. The school is of SCOLA construction dating from the mid 1960s, built on two levels with the existing playground at the lower level.

    1.2

    The total cost of the scheme to provide three new reception classrooms, a resource space, hygiene room and ancillary space is £877,000, excluding fees. Funding of £826,000, excluding fees, has been allocated from the Education Capital Programme 2004/05 NDS Modernisation fund. The school is making a contribution of £51,000 excluding fees.

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

    2.1

    The proposed scheme will provide three new reception classrooms with their own enclosed play area and a further resource space for use by the school's Nurture Group (which provides for a number of children in their first year at school who are not yet ready to access the curriculum and need some nurturing in terms of their emotional and social needs). In addition, a new boiler room, caretaking facilities and a hygiene room will be built, together with provision for the future installation of a platform lift. The school's heating is currently piped from boilers located in the Junior School and this scheme will allow for termination of that use and a new plant room for the infant school's use only.

    2.2

    The proposed new accommodation will be located on the site of the existing playground which is situated off the school's service area. A replacement playground will be provided where the temporary classrooms are currently located, an area considered to be both safer and more sheltered for outside play. Upon completion of the new accommodation the two temporary classrooms will be removed from site.

    Funding and Timing

    3.1

    Funding of £826,000, excluding fees, has been allocated from the Education Capital Programme 2004/05 NDS Modernisation fund. The school is making a contribution of £51,000, excluding fees.

    3.2

    Subject to the necessary approvals it is anticipated that tenders will be invited during January 2005, work will commence on site during March 2005 and be completed during August 2005.

    Consultation with Local Member

    4.1

    Councillor Keith House, the local Member for this area, has been consulted on this scheme and his comments will be confirmed at the meeting.

    Conclusion

    The proposed scheme will provide three permanent classroom spaces to replace the temporary units currently in use and a new resource space, hygiene room and ancillary space.

    Recommendation

    That the Buildings Land and Procurement Panel advises the Executive Member for Policy and Resources that the design project appraisal be approved.

There are no landlord works associated with this scheme.

Value of land already acquired for this project

      The land forming the site of the buildings development is vested in the School Trustees. The land forming the site of the new playground is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the grounds of the establishment.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £5.60 for each m² of new accommodation.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        Bursledon CE Infant School is located at Long Lane, Bursledon, Southampton. The school occupies a shared site with Bursledon County Junior School. The Infant School is located to the south of the Junior School. There is residential accommodation to the north, west and south of the site, with community playing fields to the east.

        Area including comparison with local/national standards

        The total site area is 4.1 acres (1.65 hectares). The DfES guideline for a school of this size is 3.0 acres (1.21 hectares).

        Access

        Access to the school campus is from Long Lane. A new pedestrian access will be formed from Long Lane. The contractor will access the site via the main vehicular entrance which is shared with the Junior School. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.

        Existing buildings and temporary buildings

        The main school building, of SCOLA construction, was erected in 1965, with an extension being made in 1994 and most recently a library extension in 2002. These buildings are considered to be in good condition for their age and type.

        There are currently two temporary buildings on site, providing three class areas, and these will be removed on completion of the scheme.

        Results of trial boreholes

        A ground investigation has been carried out for this project and indicates the ground conditions to consist of topsoil and made ground overlying River Terrace Deposits.  The made ground was only encountered in trial pits excavated adjacent to the existing school building foundations to a depth of 0.6m.  The River Terrace Deposits were encountered immediately beneath the topsoil and made ground and comprise medium dense clayey sands and gravels.  Ground water was not encountered in any of the sample locations.  Ground bearing floor slabs and trench foundations will be used for the proposed development.

        Mains services position

        The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The proposed new accommodation will be located on the site of the existing playground which is situated off the school's service area.

        The proposed scheme will provide the following accommodation:

          · 3 permanent classrooms with external play area/storage area for large toys

          · resource area

          · hygiene room

          · caretaker's store

          · boiler room

        Places provided

        This scheme will not provide any additional places.

      4 The Proposed Building

        Type of construction, finish and appearance

        The proposed new buildings will complement the existing school using facing brickwork walls with high-performance roofs. Parts of the external wall will be rendered and painted to act as a sign for the school and signal the new extension. The new classrooms will have an external canopy over the enclosed play area. The doors and windows will be constructed of polyester powder-coated aluminium.

        Accessible facilities

        The hygiene room will include an accessible toilet and shower. Provision will be made for the future installation of a lift within the building, should that be required.

        Heating and ventilation systems

        The existing boiler plant is to be replaced and located within the new extension. The new heating system will be extended to serve existing radiators and fan convectors, as well as new underfloor heating to the new classrooms.

        Ventilation will be provided by natural means, with the exception of the wc's which will be provided with mechanical extract ventilation.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        No change will be made to the current parking arrangements.

        Landscape proposals

        The design of the new building enables it to integrate into the existing landscape. Some tree and shrub planting will be used to enhance the setting of the new building

        The proposed new accommodation is located on the site of the existing hard play area, which will be reprovided on the site of the temporary classrooms (which are to be removed on completion of the scheme). A designated `early years' external play space will also be provided adjacent the new building.

        The existing sports field will be protected from disturbance and reinstated as necessary.

        Situation on site and environmental impact

        This scheme will facilitate the removal of two temporary classrooms currently on site.

        It will be necessary to remove some fast-growing conifers originally located to screen the existing playground.

      6 Planning

        A detailed planning application was submitted to the Director of Environment during September 2004.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        An allocation based on available funding will be made to this scheme from the Education furniture and equipment budget.
