Daedalus Strategy Group - Appointment of County Council Representatives

1. Summary
1.1 The following decisions are sought:
(i) that it be recommended that Councillors K. B. Estlin, Executive Member for Environment, T. G. Knight and Mrs M. Snaith are appointed to serve as the County Council's representatives on the Daedalus Strategy Group; and
(ii) that the Daedalus Strategy Group be added to the County Council's list
of Outside Bodies.
2. Reason
2.1 The Daedalus Development Strategy was published in 1997, setting out a
comprehensive long term strategy for Daedalus. It was the result of partnership working between a number of organisations which included the County Council. The site owner, Defence Estates which is an arm of the Ministry of Defence, has declared the site surplus to military use and announced its intention to dispose of it. Therefore, Fareham Borough Council's Executive has established the Daedalus Strategy Group and has invited the organisations that were involved in the preparation of the Daedalus Development Strategy, including the County Council, to appoint up to three representatives. There will also be suitable representation from Defence Estates. The establishment of this Group will give those involved an opportunity to exchange information over key issues relating to the use of the site and to express their views on future proposals.
This decision supports Aims 2, 3 and 4 of the County Council's Corporate Strategy (Stewardship of the environment, Achieving economic prosperity and Improving Services).
3. Other Options Considered and Rejected
Not to appoint representatives. This option was rejected on the basis that the County Council remains committed to working in partnership with other organisations and Defence Estates in relation to this strategic site.
