1. Summary

1.1 The following decisions are sought:

      (i) That the attached Project Appraisal for the proposed construction of an off-road shared cycle track/footway and associated upgrading of the carriageway on Broom Way, Fareham, between Cherque Way and Gosport Road, together with the upgrading of two existing cycle crossings to Toucan crossings at Peel Common Roundabout, at an estimated cost of £425,000, be approved.

      (ii) That the existing and proposed footways that form this scheme be formally converted to shared use for pedestrians and cyclists under Sections 65 and 66 of the Highways Act 1980.

      (iii) That the Director of Property, Business and Regulatory Services (Head of Estates Practice) be authorised to settle terms for the acquisition and/or dedication of land.

2. Reason

2.1 This decision supports Aim 2 of the Corporate Strategy (Stewardship of the environment) by improving the condition of roads and pavements and Aim 5 (Improving services) by improving travel choices.

3. Other Options Considered and Rejected

3.1 The route forms a link between existing off-road cycle tracks which lie to the north and south. It is also part of a strategic link between Lee-on-the-Solent and Fareham/Stubbington identified in the Fareham Borough Council and Gosport Borough Council Cycle Strategies. The existing sub-standard route is already used by pedestrians, cyclists and horseriders and there is no other realistic route that can be considered.

3.2 In addition, developer contributions from developments on the west side of Gosport and the Peel Common area in Fareham will provide funding for this scheme.
