1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal to install selective vehicle detection equipment at the traffic light signals along the Leigh Road corridor in Eastleigh as part of the Eastleigh Area Quality Bus Partnership, at an estimated cost of £70,000, be approved.

2. Reason

2.1 This decision supports the following Aims of the Corporate Strategy:

      (i) Aim 2 (Stewardship of the Environment) by improving travel choice and encouraging sustainable transport; and

      (ii) Aim 5 (Improving Services) by working with Solent Blue Line bus company and Eastleigh Borough Council to provide a reliable public transport service which is a realistic alternative to the private car in the Eastleigh area.

3. Other Options Considered and Rejected

3.1 It would be possible not to install the proposed selective vehicle detection systems. This is not recommended as it would remove the opportunity to provide priority for buses, and might jeopardise the ability of the Quality Bus Partnership to sustain the desired increase in bus patronage, which might in turn adversely affect the County Council Best Value Performance Indicator and Public Service Agreement targets.
