1. Summary
1.1 The following decisions are sought:
(i) That the attached Project Appraisal to extend the provision of a walking and cycling link from the existing Hayling Billy Trail through the car park and to provide new covered cycle parking at Havant Railway Station, at an estimated cost of £274 ,000, be approved.
(ii) That South West Trains Limited be requested to commence a Station Change Procedure for the Phase 2 works within Havant Railway Station, as detailed on page 5 of the report.
(iii) That a Grant Agreement be entered into between Hampshire County Council and South West Trains Limited for the design and implementation of the Phase 2 works within Havant Railway Station.
2. Reason
2.1 This decision supports Aim 2 (Stewardship of the Environment) and Aim 4 (Building Strong and Safe Communities) of the Corporate Strategy, to provide a safe and direct access for cyclists and pedestrians from the Hayling Billy Trail to Havant Railway Station, which will encourage and help to promote non-car travel modes in this area.

3.1 No alternative road improvements have been considered appropriate to this project.
