1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal for the installation of a Puffin crossing on Eastern Avenue, Andover, at an estimated cost of £56,000, be approved.
2. Reason
2.1 This decision supports Aim 4 (Building Strong and Safe Communities) and Aim 5 (Improving Services) of the Corporate Strategy by improving pedestrian safety, particularly those with disabilities.
2.2 The installation of a Puffin crossing will assist pedestrians to cross Eastern Avenue, which forms part of a busy ring road around Andover town centre at a location where the number of vehicles and pedestrians meet the criteria for the justification of such a facility. The installation of this facility will support corporate and local policy objectives in terms of assisting people to access the local community facilities on foot.

3.1 It is considered that the proposed Puffin crossing is the only suitable option.
