It is a reflection of the severity of the rural affordable housing problem in Hampshire that CAH were initially successful in obtaining some central funding for two rural housing enablers posts when most of our sister organisations around the country only received funding for one The budget for next year (April 05) for these posts will be £75k. Some central government money will still be available for RHEs, from DEFRA via GOSE. Similarly, most of the six districts who have supported the RHE work over the last two years are likely to be willing to continue to do so. This reflects their recognition of: · the good value that the work of the RHEs represents, in simple monetary terms; · the need for this work to take place over a period of time · the fact that there needs to be someone, independent of any one interested party, playing the 'go between' role to make small rural housing schemes actually happen. It is envisaged that an officer from the HCC Policy Unit Community Strategy Team would be invited to join the steering group which meets quarterly to review the RHEs' work. This is a one off support for 2005/6 only. A consortium of district/borough councils (as housing authorities) and Housing Associations is coming together to establish a rural partnership within the county. This will be the key mechanism through which both Housing Corporation money will be secured and local work, such as that of RHEs, will be supported. Critically, the involvement of some locally active Housing Associations in the partnership, will effectively allow their financial support to be provided for the RHEs' work without compromising the RHE's officers' independence. This bid has the support from the HSP Coordinating Group. | |

It is imperative for the HSP process to be actively involved in this work, as it is directly related to a stated HSP priority 2: Promote a common understanding of the development needs of Hampshire Communities over the next 20 yrs and also theme 4: Environment, Infrastructure and Transport. | |
