1. Summary
1.1 The following decisions are sought:
(i) That the Executive Member for Environment recommends approval of the attached Project Appraisal to carry out works to expand the operational area at the Household Waste Recycling Centre in Wade Road, Basingstoke, at an estimated cost of £650,000.
(ii) That the Executive Member for Environment agrees to making the necessary planning application to develop land forming part of the existing site and to carry out the proposed improvement works on the granting of a satisfactory planning permission.
(iii) That the Buildings, Land and Procurement Panel recommends approval of the attached Project Appraisal to carry out works to expand the operational area at the Household Waste Recycling Centre in Wade Road, Basingstoke.
(iv) That the Executive Member for Policy and Resources approves the attached Project Appraisal to carry out works to expand the operational area at the Household Waste Recycling Centre in Wade Road, Basingstoke.
2. Reason
2.1 The decision supports the following aims of the Corporate Strategy:
(i) Aim 2 (Stewardship of the Environment) by expanding the operational area at the existing Basingstoke Household Waste Recycling Centre (HWRC) to increase the customer parking area, to provide additional waste containers and to increase the recycling performance of the site; and
(ii) Aim 5 (Improving Services) by making the existing Basingstoke HWRC safer, easier and quicker for local householders to use.
3. Other Options Considered and Rejected
3.1 The option not to redevelop the existing HWRC has been considered and rejected. Developing land available within the boundary of the site will enable the key objectives of expanding the operational area and increasing recycling performance to be achieved.
3.2 The option to acquire additional land adjacent to the existing Basingstoke HWRC has been considered and rejected. There is no land available for acquisition adjacent to the recycling centre. Purchase of additional land is therefore not an option.
3.3 The option to relocate the Basingstoke HWRC to provide a new purpose built `split-level' facility has been considered and rejected. There are other sites within the County Council's recycling centre network which have a higher priority for relocation by virtue of being small and only having the benefit of temporary planning consents.
