1. Background
1.1 This report provides a review of the performance of the Youth Offending team and its partners in relation to the targets set in the 2004/5 Youth Justice Plan. Annual Youth Justice Plans are a requirement placed on local authorities under the Crime and Disorder (1998) Act.
2. The Review
2.1 The mid-year review has been undertaken by the Head of Youth Offending Services, with significant contributions from other managers in the Youth Offending team. It includes the following:
· Summary of performance
· Financial summary
· Staffing summary
· Review of youth crime prevention
· Review of governance and resources
· Review of national performance measures
· Review of learning and development plans

2. Future Plans
2.1 The Youth Justice Board, which monitors the performance of the youth justice system and gives advice to Ministers, has altered the timetable for submission by local authorities of their annual youth justice plans. From 2005, plans will be required to report on performance data for the preceding financial year, rather than calendar year. The date for submission of the 2005/6 plan has been moved from 31 March to 30 June. A draft of the plan will be brought to the Standing Conference in April.
2.2 The 2005/6 plan will, for the first time, include plans to meet targets relating to race and diversity. It will include the outcome of the race and diversity audit, which all Yot Partnerships are required to undertake.
2.3 After 2005, it is anticipated that Youth Justice Plans will become part of broader Children's Service Plans and will cease to be a separate submission in their own right. The Head of Youth Offending Services will be meeting with senior managers in all four local authorities to begin preparing for this change.
3. Recommendation
3.1 It is recommended that the Standing Conference:
i) note the review of the 2004/5 Youth Justice Plan,
ii) requests that a draft of the 2005/6 Youth Justice Plan to submitted to its meeting in April 2005, prior to submission at the end of June to the Youth Justice Board.
