Executive Member Decision Day 17 December 2004
Item 1 |
||||
Performance Report 2003/4 |
||||
Notes: |
CSCI gradings on individual performance indicators are:
1 blob |
Investigate Urgently | |||
2 blobs |
Ask questions about performance
3 blobs |
Acceptable, but possible room for improvement
4 blobs |
Good | |||
5 blobs |
Very good | |||
NB CSCI does not use the quartile ranges favoured by the Office of the Deputy Prime Minister for the
Corporate Performance Assessment. For many indicators, having mid-range performance is considered
good, whilst being an outlier is bad. A good example of this is unit costs where a high cost often
indicates poor purchasing skills, whilst a low cost indicates that the cost of services might have been
considered more important than the quality of those services.
The Spring Delivery & Improvement Statement "Slice & Dice" tool, provided by the Department of Health,
was used for comparison purposes. This may have been superceded by revised data for the 2003/4
results published in the annual PAF book. Hampshire's figures have been updated to those in the
Autumn Delivery & Improvement Statement.
The number before an indicator represents the line number for this indicator in the 2004/5 Delivery &
Improvement Statements; a letter followed by a number gives the formal PAF indicator number from the
Performance Assessment Framework (PAF). Only PAF indicators are formally graded by CSCI

Hampshire understated CLA population in 2001/2. Cleanup of data prior to SWIFT implementation
Hampshire CLA figures are below national and regional averages |
|||||||
This makes achievement of higher blobs on other CLA indicators more difficult as Hampshire |
|||||||
has fewer "simple" cases |
|||||||
Kent has high Unaccompanied Asylum Seeking Children; this distorts many CLA indicators |
|||||||
Shows good practice in Hampshire, but not subject to Formal CSCI grading |

The definitions have changed for 2003/4 - but not much impact |
|||||||
Hampshire significantly worse than national averages. Two possible causes: |
|||||||
(1) The impact of F&F/Kinship Care where children are permanently fostered or have a |
|||||||
residence order with a close associate |
|||||||
(2) The recent delays in local courts in obtaining adoption orders |

Hampshire's performance declined slightly during 2003/4 |
|||||||
Slightly worse than national and regional averages, but performance |
|||||||
is believed to reflect the numbers of children "bouncing" across boundaries with the cities. |
|||||||
It might also reflect Hampshire's low level of children on the Child Protection Register for |
|||||||
over 2 years (1214/C21 |

It may also indicate that children in Hampshire are being removed from the register |

earlier than in other authorities - leading to increased re-registrations. |

Hampshire's performance above average, but below our PSA targets |
|||||||
Significant work underway - but often a 4 year gap between the work by Education and |
|||||||
the result being counted when the young person leaves care - eg extra tuition at age 15 to |
|||||||
prepare for GCSEs at 16; counted when young person leaves care on their 18th birthday |
|||||||
For the 2003/4 academic year Hampshire had a significant number of young people just |
|||||||
missing the critieria, having their 5th GCSE at grade D. Intensive work is being done with |

children forecast for D grades in the 2005/6 academic year. |

young people with a SEN - national average about 27% |
|||||||
Significant work underway - but often a 4 year gap between the work by Education and |
|||||||
the result being counted when the young person leaves care - eg extra tuition at age 15 to |

prepare for GCSEs at 16; counted when young person leaves care on their 18th birthday |

Hampshire has higher warnings in this age group than average. |
|||||||
This is believed linked to recent "fast tracking" of offenders to court, reducing the |
|||||||
opportunities for Social Workers and the YOT to intervene. New procedures are now |
|||||||
in place which should reduce the numbers of cautions and convistions for 2004/5 onwards |

Historically performance was poor as we were not contacting care leavers appropriately |
|||||||
During 2003/4 this was achieved, but many were unemployed and/or not in training or |

education. An action plan is underway and the 65% target for 2004/5 should be met |
