Summary |

Calmore Infant School is located on a site which is shared with the Junior School, at Calmore Drive, Calmore. The buildings are a mix of traditional and SCOLA construction dating from the 1970s. There are currently 179 pupils (4-7 years) on roll. |

The total estimated cost of the scheme to provide an early years unit, language impairment unit, an area base for the Early Educational and Childcare Unit (EECU) and refurbished classrooms is £377,000, excluding fees. Funding of £377,000, excluding fees, has been identified from the Education Capital Programme (2004/05). This project came about following the review of primary school places in the East New Forest. |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

Scope of the Works |
2.1 |
This scheme mainly consists of internal refurbishment works and reconfiguration of existing spaces to create an independent early years area for children aged 2-5 years, three reception classrooms, a language impairment unit and an area base for the Early Educational and Childcare Unit (EECU). |

Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £4.20 for each m² of new accommodation.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
Calmore Infant School is located on a site shared with Calmore Junior School, at Calmore Drive, Calmore.
The site is broadly square in shape, with the Junior School being located to the north and the Infant School to the southwest. Playing fields bound the Infant School to the east, south and west, with housing to the north and east of the schools' site.
Area including comparison with local/national standards
The total site area is 2.3 acres (0.93 hectares). The DfES guideline for a school of this size is 1.80 acres (0.73 hectares).
Access
The Infant and Junior School shared access is from Calmore Drive.
For the duration of the contract it will be necessary for the contractor to access the site via the main school entrance. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
Existing buildings and temporary buildings
The school buildings are a mix of traditional and SCOLA build, constructed in the 1970s. There are currently no temporary buildings on site.
Results of trial boreholes
Results of the ground investigation in the area of the new admin office/secure lobby are awaited.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
This internal refurbishment scheme will provide the following accommodation:
Early Years unit

Places provided
As a result of the reorganisation approved by the School Organisation Committee, the school will provide 180 places.
4 The Proposed Building
Accessible facilities
An access audit has been carried out for this scheme. An adult disabled or child assisted wc will be provided within the playgroup area with a further accessible wc being located within the Language Impairment Unit. All unique facilities provided as part of this scheme are accessible.
Heating and ventilation systems
It is proposed to extend the existing heating system to all refurbished areas. Mechanical ventilation will be used in toilet areas.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
No change to current arrangements.
Landscape proposals
This scheme consists mainly of internal refurbishment works. However, some hard paving will be laid around the new secure entrance area.
Situation on site and environmental impact
The only external construction is to the area in front of the existing school entrance and the new entrance and admin area has been carefully designed to reflect the existing buildings and to provide a welcoming and clearly identified entrance point for visitors.
6 Planning
The Director of Environment has confirmed that this scheme does not require planning permission.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
The provision of furniture and equipment will be funded from the block vote in the Education Capital Programme.
