    Netley Marsh Infant School

      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide three classrooms, an ICT suite/library and extended hall will have an immediate benefit for the school.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

       

    1.1

    Netley Marsh Infant School is located at Ringwood Road, Woodlands, Southampton. The site is shared with St Matthew's Church and an area of open space which is owned by the church and is currently used for the local church hall and one temporary classroom. The Infant School is a Church of England Controlled School and as such shares some of the adjoining church land for car parking and playground use. The original school was built c.1840, of traditional construction. There are currently 93 pupils (4-7 years) on roll.

    The total cost of the scheme to extend and refurbish the school to provide three classrooms, an ICT suite/library and extended hall is £739,000, excluding fees. Funding of £659,000, excluding fees, has been allocated from the Education Capital Programme (2004/05) Modernisation funding. An allocation of £15,000, excluding fees, is also available from the Policy & Resources Capital Repairs budget and the school is making a contribution of £65,000, excluding fees (school devolved capital).

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

       

    2.1

    The existing infant school is in need of updating to bring it up to current building regulation standards. It is proposed to extend and refurbish the school, thus providing a reception classroom, two infant classrooms, an ICT suite and library, refurbished staff room and an extended hall with servery area. This scheme will also facilitate the removal from site of an existing temporary classroom.

       

    2.2

    The proposed scheme requires parts of the existing school building to be demolished. Two new temporary classrooms will be required on site to enable the school to vacate the existing building whilst construction is ongoing. The temporary buildings will be located to the north of the site adjacent the church hall. School meals are currently served in the church hall, and this will continue for the duration of the construction period.

       

    2.3

    The proposed hall extension is located to the southwest end of the existing playground area. The new classroom is located to the northwest of the school building between the existing hall and the proposed new staff room. The main entrance to the school will be extended to accommodate a secure lobby.

    2.4

    All new-build elements will be built to current acoustic standards (Building Bulletin 93). Mechanical ventilation will be required within the hall because of its proximity to the main road preventing the use of natural ventilation.

    2.5

    Negotiations are in hand with the Diocese to acquire a leasehold interest in the land for the temporary classroom sites and new playground. The acquisition will not affect the capital budget.

    Funding and Timing

    3.1

    Funding of £659,000, excluding fees, has been allocated from the Education Capital Programme (2004/05) Modernisation funding. An allocation of £15,000, excluding fees, is also available from the Policy & Resources Capital Repairs budget and the school is making a contribution of £65,000, excluding fees (school devolved capital).

    3.2

    Subject to the necessary approvals it is anticipated that tenders will be invited during April 2005, work will commence on site during July 2005 and be completed during December 2005.

    Consultation with Local Member

    4.1

    Councillor Frank Bright, the local Member for this area, fully supports the proposals outlined in this report.

    Conclusion

     

    The extension and refurbishment proposals for Netley Marsh Infant School will update the school and provide three classrooms, an ICT suite/library and extended hall.

    Recommendation

    That the Buildings, Land and Procurement Panel advises the Executive Member for Policy and Resources that the project appraisal at Netley Marsh Infant School, at an estimated cost of £739,000, excluding fees, be approved.

Landlord funded work connected with this scheme

An allocation of £15,000, excluding fees, is available from the Policy & Resources Capital Repairs budget for remedial works to the existing structure and these works will be included within the proposed construction works.

It has been agreed in principle that a further landlord contribution will be made once the extent of asbestos removal is known.

Value of land already acquired for this project

      The main school buildings area is vested in Trustees, with the area to the southeast leased to the County Council. The land required for the temporary classrooms and new hard play area is subject to negotiations with the Diocese for the County to acquire a leasehold interest.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £2 per year for each m² of new accommodation.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        The school is located at Ringwood Road, Woodlands. The site is shared with St Matthew's Church and includes an area of open space which is owned by the church and currently used for the local church hall and one temporary classroom. The school site is irregularly shaped, with the school buildings located in the southeast corner of the site and surrounded to the north and west by playing fields. There is housing to the southern boundary (to the south of Ringwood Road), Netley Marsh Workshops are located on the western boundary and St Matthew's Church is located on the northwest boundary.

        Area including comparison with local/national standards

        The total site area is 0.75 acres (.304 hectares). The DfES guideline for a school of this size is 1.09 acres (0.44 hectares).

        Access

        Pedestrian and vehicular access to the school is from Ringwood Road and is shared with users of St Matthew's Church. The school also shares use of the diocese car parking area.

        The contractor's access will be contained within the school grounds and deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.

        Existing buildings and temporary buildings

        The existing buildings are all of traditional construction and are considered to be in good condition for their age and type.

        There is currently one temporary building on site. The school will be vacated in order for the extensive internal remodelling works to take place and therefore it will be necessary to provide two further temporary classrooms for the duration of the works. All three temporary buildings will be removed on completion of the scheme.

        Results of trial boreholes

        The extensions to the hall and classrooms will be formed using steel frames. Trial holes have been dug and these show clays and sands as the underlying soils. Trench fill concrete foundations will be used and the ground slabs will be suspended concrete beam and block floors.

      Some remedial strengthening work to the existing classroom roofs will be necessary.

        Mains services position

        The existing electrical mains service is inadequate and is located within a building which is to be demolished as part of this scheme. The electricity supply will therefore be replaced and upgraded. Other mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The scheme consists of extensive internal remodelling works and an extension to the existing hall and will provide the following accommodation:

          · 3 classrooms with associated storage areas

          · ICT suite/library

          · extended hall with associated storage area

          · servery

          · refurbished staff room

          · secure entrance lobby

        Places provided

        On completion of the project the school will accommodate 90 pupils.

      4 The Proposed Building

        Type of construction, finish and appearance

        The main entrance to the school will be extended to accommodate a secure entrance lobby and will comprise an extended high-performance roof and a new set of double doors. A new ramp will be constructed to serve the extension to the main hall and this will be constructed from matching brickwork. The roof over the classroom will be glazed at both gable ends, again to allow natural light into the building. The external walls to the infill classroom will have timber boarding, timber windows and a new central pitched roof finished with metal standing seams. The design of the infill is complementary to the existing school.

        Accessible facilities

        The refurbishment proposals include a ramped exit from the new hall. There is level access throughout the school.

        Improvements to the main entrance include upgrading the existing ramped access to meet current standards.

        Heating and ventilation systems

        The existing heating system will be altered and extended to serve the new accommodation, with low surface temperature radiators connected to the existing gas-fired boiler.

        Ventilation will generally be via natural means using passive stack ventilation and acoustically lined air inlets. Due to the close proximity of the road to the hall, this space will be mechanically ventilated via an air handling unit incorporating heat recovery.

        Toilets and internal rooms will be provided with local mechanical extract ventilation.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme.

      5 External Works

        Car parking

        There will be no changes to the current car parking arrangements.

        Landscape proposals

        An area of hard play space will be taken to enlarge the footprint of the school building and it is proposed to reprovide the play space within the Diocese-owned, grass field to the northwest of the school which is currently used for sport activities. This space will be enclosed by timber fencing with paved access from the school.

        Improvements to the main entrance will include upgrading a ramped access to meet current standards.

        Situation on site and environmental impact

        The temporary buildings required for the duration of the project are located to the north of the site, to the rear of the Church hall, and will be removed on completion of the scheme. A new hard play will be provided in this area and will be retained for permanent use.

        The extension works to the school have been carefully designed to reflect and harmonise with the existing buildings and are sympathetic in proportion and massing.

      6 Planning

        Approval to the scheme was granted by the Director of Environment on 11 November 2004.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        A contribution from the Block Vote in the Education Capital Programme will be made for furniture and equipment.
