AT A MEETING of the BUILDINGS, LAND AND PROCUREMENT PANEL of the County Council held at The Castle, Winchester on 2 February 2005.

220 DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or
personal prejudicial interest in any matter to be considered at the meeting, they
should normally at the time of the debate declare their interest, and having
regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the
County Council's Code of Conduct, consider whether to leave the meeting
whilst the matter was discussed.

224 PROJECT APPRAISAL : COUNTRY TOWNS INITIATIVE - HYTHE
PROMENADE
The Panel considered the report of the Director of Environment (Item 6 in the
Minute Book) on a project appraisal for improvements to Hythe Promenade as
part of the Country Towns Initiative. Members supported the proposals as a
key opportunity to improve the economic prosperity of Hythe as a visitor
attraction.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that the project appraisal for improvements to Hythe Promenade as part of the Country Towns Initiative, at an estimated cost of £771,500, be approved.
225 PROJECT APPRAISAL : HOUSEHOLD WASTE RECYCLING
CENTRE, WADE ROAD, BASINGSTOKE - EXPANSION OF
OPERATIONAL AREA
The Panel considered the report of the Director of Environment (Item 7 in the Minute Book) on a project appraisal to carry out works to expand the operational area at the Household Waste Recycling Centre in Wade Road, Basingstoke. Members supported the design proposals to significantly improve one of the busiest recycling centres in Hampshire by addressing some of the key issues of reducing congestion to improve the service for the local residents of Basingstoke.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that the project appraisal to carry out works to expand the operational area at the Household Waste Recycling Centre at Wade Road, Basingstoke, at an estimated cost of £650,000, be approved.
226 BROOKFIELD COMMUNITY SCHOOL, SARISBURY GREEN,
SOUTHAMPTON - BUILDING DESIGN PROJECT APPRAISAL
The Panel considered the report of the Director of Property, Business and
Regulatory Services (Item 10 in the Minute Book) on a building design project
appraisal for internal refurbishment works to create a fully accessible school
for pupils with a wide range of impairments and to ensure that the curriculum
can be carried out at ground level.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that the design project appraisal for the
Brookfield Community School at an estimated cost of £880,000, excluding
fees, be approved.
227 CALMORE INFANT SCHOOL, CALMORE, SOUTHAMPTON -
BUILDING DESIGN PROJECT APPRAISAL
The Panel considered the report of the Director of Property, Business and
Regulatory Services (Item 9 in the Minute Book) on a building design project
appraisal for internal refurbishment works to provide an early years unit,
language impairment unit, an area base for the early Educational and
Childcare Unit and refurbished classrooms at Calmore Infant School.
Members supported the scheme and the opportunities which existed to
consider an overall integrated approach towards Early Years Centres at
primary school age and beyond.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that the building design project appraisal
for Calmore Infant School, at an estimated cost of £377,000, excluding fees,
be approved.
228 THE CRESCENT PRIMARY SCHOOL, EASTLEIGH - BUILDING
DESIGN PROJECT APPRAISAL
The Panel considered the report of the Director of Property, Business and
Regulatory Services (Item 10 in the Minute Book) on a building design project
appraisal for a new library and link corridor extension and two classroom
extension at The Crescent Primary School. Members welcomed the proposals
and also asked that consideration should be given to the removal of two
temporary buildings and their replacement with permanent accommodation
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that:
(i) the building design project appraisal for The Crescent Primary School, at
an estimated cost of £696,000, excluding fees, be approved.
(ii) consideration be given to the removal of the two temporary classrooms
and their permanent replacement to be reported to the next meeting of the
Panel.
229 CRESTWOOD PRIMARY SCHOOL, EASTLEIGH - BUILDING
DESIGN PROJECT APPRAISAL
The Panel considered the report of the Director of Property, Business and
Regulatory Services (Item 11 in the Minute Book) for a building design
appraisal for a new community sports hall, drama studio and fitness suite at
Crestwood Primary School.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that the building design project appraisal
for Crestwood Primary School, at an estimated cost of £3,193,127, be
approved.
230 NETLEY MARSH CHURCH OF ENGLAND INFANT SCHOOL, SOUTHAMPTON - BUILDING DESIGN PROJECT APPRAISAL
The Panel considered the report of the Director of Property, Business and
Regulatory Services (Item 12 in the Minute Book) for a building design project appraisal for new classrooms, extended classroom and extended hall at Netley Marsh Church of England Infant School.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive Member for Policy and Resources that the building design project appraisal for Netley Marsh Church of England School, at an estimated cost of £739,000, excluding fees, be approved
231 ST LAWRENCE CHURCH OF ENGLAND (CONTROLLED)
PRIMARY SCHOOL, ALTON - BUILDING DESIGN PROJECT
APPRAISAL
The Panel considered the report of the Director of Property, Business and
Regulatory Services (Item 13 in the Minute Book) on a building design project appraisal for an extension to provide a new hall, kitchen, link building and internal refurbishment at St Lawrence Church of England (Controlled) Primary School. The Panel noted the concerns of the Local Member regarding future plans to extend the playground into the church yard which he feels is unacceptable in a conservation area.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that the building design project appraisal for St Lawrence Church of England (Controlled) Primary School, at an estimated cost of £684,000, excluding fees, be approved.
232 STAUNTON PARK COMMUNITY SCHOOL, HAVANT - BUILDING
DESIGN PROJECT APPRAISAL
The Panel considered the report of the Director of Property, Business and
Regulatory Services (Item 14 in the Minute Book) on a building design project
Appraisal for a Healthy Living Centre and ancillary accommodation at
Staunton Park Community School.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that:
(i) approval be given to carry forward the Capital Programme
(Modernisation) funding of £71,000, excluding fees, to the 2005-06
Capital Programme.
(ii) the building design project appraisal for Staunton Park Community School
at an estimated cost of £622,000, excluding fees, be approved.
(Note: Whilst (ii) represents an accurate record of the figure reported to the Panel, an error was subsequently found and the correct sum of £543,000 excluding fees has been included in the report to the Executive Member for Policy and Resources).
233 BISHOPS WALTHAM HOUSE : OLDER PERSON'S HOME -
PROPOSED IMPROVEMENTS (PHASE 1)
The Panel considered the report of the Director of Property, Business and
Regulatory Services (Item 15 in the Minute Book) on a building design project
appraisal for essential fire precaution improvements at Bishops Waltham
Older Person's Home.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that the building design project appraisal
for Bishops Waltham Older Person's Home, at an estimated cost of £455,000,
excluding fees, be approved.
234 MISCELLANEOUS APPROVALS
The Panel considered the report of the Director of Property, Business and
Regulatory Services (Item 16 in the Minute Book) on a range of issues
associated with revisions to the New Deal for Schools (NDS) Condition
Programme 2004/05, additional items into the capital repairs budget and the
erection of temporary buildings at All Saints Primary School, Winchester.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that approval be given to:
(i) the additional NDS allocations as detailed in paragraph 2.
(ii) the capital repairs allocations as detailed in paragraph 3.1.
(iii) seeking planning permission for the erection of temporary buildings at
All Saints Primary School, Winchester during the period of refurbishment
work in spring/summer 2005 at Langdown Infant School, Hythe during the
development of Waterside primary School 2005/06.
235 EXCLUSION OF THE PRESS AND PUBLIC
RESOLVED
That, by virtue of paragraph 9 of Part 1 of Schedule 12A of the Local
Government Act 1972, the press and public be excluded for the remainder of
the meeting.
236 BUSINESS SERVICES GROUP - BUSINESS PLANS 2005 - 2006
The Panel considered the confidential report of the Director of Property,
Business and Regulatory Services (Item 18 in the Minute Book) on the
2005- 2006 business plans of the Business Services Group.
During discussion of the Plans, Members noted with concern any negative
impact which the Corporate Pay and Benefits Project would have on the
viability of the Businesses.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that approval be given to:
(i) the business plans for HCS3, County Supplies, Hampshire Transport
Management Printing Services and the proposed use of the accumulated
surplus.
(ii) in future Members of the Panel be selected to assume a continuing
responsibility for one Business Unit.
237 PROPOSED PURCHASE OF THE MOUNT HOSPITAL SITE,
BISHOPSTOKE
The Panel considered the confidential report of the Director of Property,
Business and Regulatory Services (Item 19 in the Minute Book) on the
purchase of the freehold interest in land at the Mount Hospital Site,
Bishopstoke.
RESOLVED:
That the Buildings, Land and Procurement Panel advises the Executive
Member for Policy and Resources that approval be given to
(i) the County Council to enter into an agreement with the Winchester and
Eastleigh NHS Healthcare Trust to purchase its freehold interest in
approximately 14.2 ha (35.1 ac) of land at The Mount Hospital,
Bishopstoke, as set out in the report and the Director of Property,
Business and Regulatory Services (Head of Estates Practice) be
authorised to settle terms and conditions.
(ii) the preparation of planning and design proposals for the redevelopment
of The Mount Hospital site.
