Summary |
1.1 |
Brookfield Community School is a large community secondary school located at Sarisbury Green. There are currently 1,644 pupils (11-16 years) on roll. The campus is a mix of traditional and SCOLA build, dating from the 1930s, with various extensions made over the years, the latest of which is the performing arts block which was completed in 2004. |
1.2 |
The aim of the proposed internal refurbishment scheme is to create a fully accessible school for pupils with a wide range of impairments and to ensure that the curriculum can be delivered at ground floor level. A detailed accessibility study has been carried out by the County Council's Access Officer which has identified that an additional accessible wc and inclusion spaces to be used for hygiene, therapy and special educational needs are required. These works will form phase 1 of a continuing programme of works aimed at making the school fully accessible to all pupils and other users. It is also proposed to carry out recladding works to the three-storey SCOLA building known as `B block'. |

The estimated total cost of the scheme is £880,000, excluding fees. The following funding is available for the scheme: Capital Programme 04/05 funding (Schools Access Initiative) of £375,000, excluding fees (carried forward from 03/04), £55,000, excluding fees, from the Capital Programme 04/05 (contingency), excluding fees and £450,000 from the NDS Condition fund. |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

Scope of the Works |
2.1 |
Existing rooms are to be remodelled to create a hygiene and therapy suite. The therapy room will provide a purpose-built space for physiotherapy, occupational therapy and speech and language therapy. It will also cater for ground-based mat exercise work, individual or small-group work, counselling and pastoral support and as a quiet withdrawal space. |

This scheme will also facilitate the relocation of one of the second floor food technology rooms and the textiles room to the ground floor. |
2.3 |
Further accessible toilets will be provided as part of the scheme, creating an even distribution across the campus. |
2.4 |
It is proposed to provided powered doors to most blocks on the site and in some cases this will involve complete replacement. External surfaces are to be adjusted to ensure adequate level or ramped approaches. Some heavy internal doors are also to be powered. |

The attached design project appraisal details in full the accommodation to be provided. |
2.6 |
It is also proposed to carry out recladding works to B Block, funding for which has been allocated from the NDS Condition fund 2004/05. |

It is anticipated that work will commence on site during May 2005 and be substantially completed during September 2005. It is anticipated that the works to upgrade or replace entrance doors and screens across the site will be carried out on a rolling programme which will extend beyond September 2005. |

Conclusion |
This scheme will upgrade and supplement the existing facilities on the school site to create a fully accessible school for pupils with a wide range of impairments. |

That the Buildings Land and Procurement Panel advises the Executive Member for Policy and Resources that the project appraisal for Brookfield Community School at an estimated cost of £880,000, excluding fees, be approved. |

Landlord funded work connected with this scheme
It is proposed to carry out recladding works to the three-storey SCOLA building known as `B Block', for which funding of £450,000 has been allocated in the NDS Condition fund 2004/05.
Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. The fuel cost for the school will not increase as a result of this scheme.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
Brookfield Community School is located at Brook Lane, Sarisbury Green. Residential developments lie to the east, south and west of the school campus, with open playing fields to the northwest. Sarisbury County Infant School lies to the west of the playing field on this shared site.
Area including comparison with local/national standards
The total site area is 27.33 acres (11.06 hectares). The DfES guideline for a school of this size is 27.67 acres (11.2 hectares).
Access
The main pedestrian and vehicular access to the site is from Brook Lane, with an additional pedestrian access from Brookfield Gardens.
Existing buildings and temporary buildings
The campus comprises a mix of traditional and SCOLA buildings, including the original early 20th century red brick courtyard building. Additional buildings were constructed from 1958 to 1969, throughout the 1990s and most recently a new Performing Arts building. The buildings are considered to be in good condition for their age and type.
One temporary building exists on site, which was purchased by the school and is used for community activities. This building will remain on site.
Results of trial boreholes
No site investigations are necessary as this is an internal refurbishment scheme.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed new accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
This internal refurbishment scheme will provide the following accommodation:
· hygiene and therapy suite
· food technology room relocated to ground floor
· textiles room relocated to ground floor
· accessible wc provision across campus
· relocated general storage as a result of the above
Recladding of the three-storey SCOLA building known as `B Block' will also be undertaken as part of this project.
Places provided
This scheme will not affect the capacity of the school.
4 The Refurbished Building
Accessible facilities

· external levels to be adjusted to ensure adequate level or ramped approaches
· additional accessible toilets to be provided to create even distribution across campus
· hygiene rooms with level access shower and hoist
· therapy room providing purpose-built space for physiotherapy, speech and language therapy
Heating and ventilation systems
The existing heating and ventilation systems will be extended as necessary to serve the refurbished areas. The hygiene and therapy suite will be mechanically ventilated and heated.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a medium fire risk category building. However, the site is already fitted with a fully addressable fire alarm which is connected to a central monitoring station.
Health and safety
A designer's risk assessment and a design health and safety file are in place. A pre-tender health and safety plan will be completed prior to tender, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994.
5 External Works
Car parking
There are no changes to the current car parking arrangements.
Landscape proposals
No changes to current landscaping.
Situation on site and environmental impact
This internal refurbishment scheme will not have an environmental impact.
6 Planning
The Director of Environment has confirmed that this internal refurbishment scheme does not require planning permission.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
There is no requirement for furniture and equipment linked to this project.
