      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide a new hall, kitchen and internal refurbishment works will have an immediate benefit for the school.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

       

    1.1

    St Lawrence CE (Controlled) Primary School is located on a shared site with St Lawrence's Church, within a Conservation Area at Amery Hill, Alton. The school buildings are not listed. The original school was built c.1832, with various small extensions over the years, the latest addition being a resource area completed in 2003. All buildings are of traditional construction. There are currently 181 pupils (4-11 years) on roll.

    1.2

    The total cost of the scheme to provide an extension consisting of a new hall, kitchen, associated link building, internal refurbishment works and acoustics upgrade is £684,000, excluding fees. Funding of £684,000, excluding fees, has been allocated from the Education Capital Programme (2004/05) NDS Modernisation programme.

    1.3

    An archaeological investigation was carried out on the hard play area to the north of the site during October and there were no significant finds. An archaeological investigation is also anticipated on the area to the southwest of the Church, which is to be used by the school as a new play area. A further archaeological watching brief is required once the contractors commence on site.

    1.4

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

       

    2.1

    The proposed scheme will provide essential facilities for the school, consisting of a new hall, kitchen facilities and an associated link building. Existing sanitary accommodation is to be relocated. There is no planned increase in the number of pupils or staff and an existing temporary classroom will be removed to facilitate the construction of the hall.

       

    2.3

    The proposed new building will be located in the existing playground and has been designed as a continuation of the existing buildings. New brick walls will link with the wall of the Churchyard. The new hall has been designed to complement the existing building, the eaves kept low to reduce the visual impact and to minimise its effect on existing trees. The kitchen has been designed with a high-performance roof and glazed lantern to further reduce the scale to the end of the site, where a brick wall provides enclosure and replaces the previous outbuilding which is in a poor state of repair. The existing small kitchen area is inadequate and will be refurbished to provide a general use area The existing toilets will be refurbished, to include one accessible wc.

       

    2.4

    The proposed link building has been designed to continue the aesthetics of the earlier extension and to tie the different elements of the school together. It incorporates a ramp to allow the new hall to be constructed to match existing ground levels and to minimise damage to tree roots.

    Funding and Timing

    3.1

    Funding of £684,000, excluding fees, has been allocated from the Education Capital Programme (2004/05) NDS Modernisation programme.

    3.2

    Subject to the necessary approvals it is anticipated that tenders will be invited during April 2005, work will commence on site during July 2005 and be completed during December 2005.

    Consultation with Local Member

    4.1

    Councillor Anthony Ludlow, the local Member for this area, is supportive of this scheme and feels it will deliver a lot of benefits for the school. However, he does have concerns regarding future plans to extend the playground into the churchyard, which he feels may be unacceptable in a conservation area.

    Conclusion

     

    The proposed scheme will replace outdated facilities and provide a new hall, kitchen, associated link building, acoustics upgrade and internal toilet refurbishment works to meet current regulations.

    Recommendation

    That the Buildings, Land and Procurement Panel advises the Executive Member for Policy and Resources that the project appraisal for St Lawrence Primary School at an estimated cost of £684,000, excluding fees, be approved.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £4.50 for each m² of new accommodation.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        St Lawrence Primary School is located at Amery Hill Alton. The school site is situated within a residential area of Alton and is shared with St Lawrence's Church. The school and Church sites are completely bounded by roads and housing.

        Area including comparison with local/national standards

        The total site area is 0.52 acres (0.21 hectares). The DfES guideline for a school of this size is 2.14 to 2.47 acres (0.867 to 1 hectares). Negotiations are in hand for the Trustees to acquire additional land which will increase the site to 0.86 acres (0.35 ha).

        Access

        There is no vehicular access onto the school/Church site and parents park on the adjoining roads. Staff park in the nearby secondary school car park. Pedestrian access is from Church Street via the Church footpath.

        As access to the site is very limited, it is proposed to form a secure contractor's compound on the existing hard play area to the north of the site. Building materials will be unloaded in the layby outside and manually transported into the secure compound. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.

        Existing buildings and temporary buildings

        The existing school buildings date from c.1832, with toilet and boilerhouse extensions being added in the 1950s/1980s respectively, the latest extension being a resource area which was constructed in 2003. These buildings are considered to be in good condition for their age and type.

        There is currently one temporary building on site and this scheme will facilitate its removal.

        Results of trial boreholes

        A soil investigation showed ground conditions comprising asphalt over fill, over River Terrace Deposits to the full depth of the investigation.

        It is therefore proposed to use shallow ground beams bearing on mass concrete pads located at wall returns and under columns.

        Mains services position

        A new uprated electrical supply will be provided as part of the scheme. Other mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The proposed scheme will provide the school with a new hall, kitchen facilities and link corridor. The proposed new building is located in the existing playground and is designed as a continuation of the existing buildings.

        The new-build and internal refurbishment works will provide the following accommodation:

          · kitchen staff room/WCs

          · refurbished existing pupil WCs

          · enlarged existing classroom (by reconfiguration of internal layout)

        Places provided

        The project will not increase the number of places provided at this school.

      4 The Proposed Building

        Type of construction, finish and appearance

        The new hall and kitchen has been designed with brickwork walls and some timber elements and a natural slate pitched roof to complement the existing buildings. The hall has been designed with a reduced width to the pitched roof section to lessen the visual impact and reduce its impact on the existing trees. A section with lower height has been designed to maintain the required area for the hall with the minimum intrusion. The kitchen is located at the end of the hall and designed with a parapet wall and a feature glazed lantern to maximise views over the buildings towards the church. The proposed link building has been designed to continue the aesthetics of the earlier extension and to tie the different elements of the school together. It incorporates a ramp to allow the new hall to be constructed to suit existing ground levels. Doors and windows will be of timber construction.

        Metalwork gates will link the kitchen to an external bin area enclosed with a brick wall. The gates will allow further views of the church and will be used for occasional access for maintenance.

        Accessible facilities

        The new building has been designed with level access and level thresholds. The link corridor between the new hall and the existing school is ramped to suit the change in level. The existing wc's will be refurbished and will include one accessible unit.

        Heating and ventilation systems

        The existing boiler is in good condition and will be used to service the extended heating system.

        The new hall will have an underfloor heating system and high level assisted mechanical ventilation.

        The new toilets will be ventilated by opening windows and mechanical extract.

        The new kitchen and servery will have mechanical ventilation.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

            There is no car parking provision on this site.

        Landscape proposals

        Some hard landscaping will be incorporated around the new extension. The extended play area will be formed with porous tarmac as advised by the arboriculturist. Soft landscaping around the extended hard play area will be made good.

        Situation on site and environmental impact

        There are two large copper beech trees on the site, the subject of Tree Preservation Orders. The scheme has been designed to ensure that these trees are not disturbed, although it will be necessary to carry out minor arboricultural works prior to commencement of the contract. The hard play area will be extended with porous tarmac as advised by the arboriculturist. The proposed scheme continues the line of the existing school buildings and has been carefully designed to complement these.

      6 Planning

        A detailed planning application was submitted to the Director of Environment during November 2004.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        Any requirements for furniture and equipment will be funded from the school's devolved formula capital.
