Landlord funded work connected with this scheme
A contribution of £125,000, excluding fees, has been made from the Policy and Resources 2004/05 NDS Condition budget towards the replacement of boiler and plant equipment and for fire precaution works in the existing building.
Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £4.60 for each m² of new accommodation.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The Crescent Primary School is located within a residential area of Eastleigh, at Toynbee Road. The school buildings are located to the south of the site, with playing fields to the north. Toynbee Road runs along the eastern boundary of the site with housing beyond. To the south is housing and Eastleigh Police Station with Leigh Road beyond. West of the school site is a cemetery with further residential accommodation beyond and to the north is an industrial estate with the Eastleigh to Romsey rail line beyond.
Area including comparison with local/national standards
The total site area is 3.81 acres (1.54 hectares). The DfES guideline for a school of this size is 4 acres (1.62 hectares).
Access
Both the vehicular and pedestrian entrance points are via Toynbee Road to the eastern boundary of the site. The main vehicular entrance leads to the car park positioned centrally on the site. The main pedestrian entrance is further south along Toynbee Road and leads directly to the school's main entrance. A second vehicular entrance in the very southeast corner of the site is used for service and delivery vehicles. The contractor will utilise the playing field gate at Laburnum Grove to the north of the site during the contract period and local arrangements will be made with the school regarding construction traffic movement around the site.
Existing buildings and temporary buildings
The school dates from the 1900s and is of a traditional load-bearing brick construction. The building is considered in be in good condition for its age and type. The timber framed extension accommodating two classrooms and male and female pupil toilets is in a poor condition and will be demolished to make way for the proposed new library/link extension.
There is currently a single and a double temporary building located in the southwest corner of the school site. These temporary buildings will remain on site upon completion of these proposals.
Results of trial boreholes
A desk study has been undertaken at this site to provide an indication of anticipated ground conditions for preliminary design purposes. The initial results have indicated that the geology of the site comprises sand and gravel of the River Terrace deposits over laminated sand and clay. A full site investigation with data taken from trial bore holes is currently being undertaken and results will be available in the new year.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
It is proposed to demolish an existing timber framed building, in a poor condition, to make way for a new library and link extension. The new library will be positioned centrally on the site and will face the playground/courtyard. The link corridor adjacent the new library will be remodelled and refurbished as part of the extension.
A second extension is proposed to adjoin the northwest corner of the existing building. The extension will provide two reception classrooms with associated stores, male and female pupil toilets and a cloak area. The single storey extension will include a roof overhang to the western elevation to enable a sheltered external teaching or play area adjacent the classrooms.
As part of these proposals it is intended to carry out items of building maintenance alongside the construction of the new accommodation. This will include the installation of a new gas boiler and associated plant and new fire compartment doors will be installed to existing corridors around the building.

4. The Proposed Building
Type of construction, finish and appearance
The two classroom extension will be of a traditional construction with red facing brickwork and a pitched roof with a clay tile roof covering, to match the existing building.
The library and link corridor will be constructed primarily of aluminium glazed screens and doors with a high performance roof covering.
Accessible facilities
Both of the proposed extensions will have level access throughout. Accessible toilet facilities already exist in the building.
Heating and ventilation systems
As part of this scheme it is proposed to remove the existing boiler and replace it with a low pressure gas boiler which will serve the existing building and proposed new accommodation. Underfloor heating will be provided to the new classrooms and library and radiators will serve the glazed link. Ventilation will be by natural means via opening windows.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5. External Works
Car parking
There will be no change to the car parking provision at this school as a result of these proposals.
Landscape proposals
Perimeter paving and planting will be provided to the library extension. A small external area will be created to the western elevation of the classroom extension to enable an outside teaching and play area for reception-aged pupils.
Situation on site and environmental impact
The proposed extensions have been sited and designed to have minimal environmental impact and the extensions are sited to the rear of the site.
6 Planning
A formal detailed planning application was submitted to the Director of Environment during December 2004.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

Contribution from block vote for furniture and equipment in the Education Capital Programme.
