Summary

   

1.1

This report seeks approval to a range of issues associated with:

    · Revisions to the New Deals for Schools NDS) Condition programme 2004/5

    · Additional items into the capital repairs budget

    · The erection of temporary buildings at All Saints Primary School, Winchester, and Langdown Infant School, Hythe..

New Deals for Schools Condition programme 2004/5

   

2.1

Following consideration by the Buildings, Land and Procurement Panel at its meeting on 24 March 2004 the Leader approved the NDS Condition programme on 8 April for the period 1 April 2004 to 31 August 2005. Since the original programme was approved the timing, content, and costs of a number of schemes have been reviewed and revised. In particular, two major schemes have been deferred from 2004/5 until after August 2005, i.e. Merdon Junior School (£400,000), and The Bridge Education Centre, Colden Common (£350,000). The funding, along with use of the contingency, has been reallocated to a range of projects detailed below.

Approval is now sought to amend/increase the allocations for 2004/5 as follows:

    · Kings Worthy Primary School (flat roofing) - increase allocation to £80,000

    · Oak Meadow Primary School (renewal of timber windows) - increase allocation to £160,000

    · St James Primary School (flat roofing of whole school) - increase allocation to £170,000

    · All Saints Primary School (replace boilers and various repairs) - increase allocation to £270,000

    · Locks Heath Infant School (completion of SCOLA recladding) - increase allocation to £203,000

    · South View Infants (cladding) - add to programme £350,000

    · Hook with Warsash Primary School (re-roofing) - add to programme £200,000

    · Oakley Junior School (replace windows) - add to programme £45,000

    · Meadowlands Junior School (re-roofing) - add to programme £60,000

Capital Repairs Programme

   

3.1

Approval is also sought to include the following items into the capital repairs programme:

   
 

Up to £100,000

    · Micheldever Coating Plant - contribution to demolition work (£50,000)

    · Sopley Primary School - new boiler room and boiler plant (£65,000)

Up to £200,000

    · UPS IT Suite, Elizabeth II Court (£120,000)

    · Crofton School, installation of boilers (£200,000) - to be determined following discussions with the school on the SLA.

Erection of Temporary Buildings

   

4.1

Reference is made in 2.2 to increase the NDS Condition Fund allocation at All Saints Primary School to £270,000. The project work includes:

    · Upgrading and replacement of the heating system

    · Structural repairs

    · Replacement of floors

    · Major mechanical engineering

In order to complete the work it is necessary to decant the children, for health and safety reasons, into a double temporary classroom and provide a separate toilet block in the playground area. Work is expected to last for around 15 weeks commencing late April/early May 2005. Approval is sought to apply for planning permission for these temporary buildings to be erected on site to cover this contract period.

   

4.2

Work to create the Waterside Primary School on Langdown Junior School site is due to start during summer 2005. In order to facilitate the work it is intended to decant the Junior School into temporary buildings on the Langdown Infant School site for one year. It is planned to move a 3 classroom adapted building from Hatch Warren School onto the Langdown Infant site during the Easter holidays. Approval is sought to apply for planning permission for this temporary unit to enable the Junior School to function whilst Waterside Primary School is developed.

Recommendation(s)

   
 

That the Buildings, Land and Procurement Panel advises the Executive Member for Policy and Resources that approval be given to:

   
 

1. The additional NDS allocations as detailed in paragraph 2.2.

   
 

2. The capital repairs allocations as detailed in paragraph 3.1.

   
 

3. Seeking planning permission for the erection of temporary buildings at All Saints Primary School, Winchester during the period of refurbishment work in spring/summer 2005, and at Langdown Infant School, Hythe during the development of Waterside Primary School 2005/6.
