MATTERS FOR DECISION
3 AMPFIELD CHURCH OF ENGLAND PRIMARY SCHOOL - PROPOSED CLOSURE (pages 10 to 306 )
To receive deputations in relation to these proposals.
The County Education Officer to be invited to present the Local Education Authority proposal. The Committee are also asked to consider the prescribed information to discontinue Ampfield Church of England Primary School at Ampfield in the Borough of Test Valley, with effect from 31 August, 2006.
The Committee are also asked to consider the representations received to these proposals following publication of notices.
4 THE SUNDRIDGE SCHOOL, COWPLAIN - ENLARGEMENT AND TRANSFER TO NEW SITE (pages 307 to 329)
The County Education Officer to be invited to present the Local Education Authority proposal. The Committee are also asked to consider the prescribed information to alter Sundridge School, Cowplain to a Community Special School. Although no objections were received in response to the public notices published on 26 January, 2004, the Local Education Authority was not able to determine to implement the proposals within the statutory time limit because at the time the necessary capital had not been secured. The proposals, therefore, need to be determined by the Committee.
RECOMMENDATION:
(i) That the proposals be approved subject to the granting of conditional planning
permission.
(ii) That the implementation date be modified to 1 September, 2006.
5 SCHOOL ORGANISATION BUDGET 2004/05 AND 2005/06
(page 330 )
To consider the report of the Chief Executive of Hampshire County Council setting out the proposed budget of the Committee in respect of the financial year 2005/06. The report also gives details of the Committee's expenditure to date for 2004/05.
RECOMMENDATION:
The Committee submit the statement of its estimated expenses to the County Council for approval.
MATTERS FOR INFORMATION
6 PINEWOOD INFANT SCHOOL (pages 331 to 337)
To consider the report of the Local Education Authority updating the Committee on the current situation with the proposals following the decision of the Adjudicator on 19 November, 2004.
RECOMMENDATION:
That the report be noted.
7 COMPOSITION OF THE SCHOOLS GROUP (pages 338 to 340)
To consider the joint report of the Secretary and Legal Adviser to the Committee informing Members that the Education (School Organisation Committees) (England) Regulations 1999 ("the Regulations") have now been amended to provide that the composition of the Schools Group shall include, where there is at least one maintained nursery school in the area of the Local Education Authority, at least one member of the governing body of a maintained nursery school. This requirement came into force on 1 February 2005. Accordingly when the membership of the Schools Group is reviewed in February this amendment will be taken into consideration.
RECOMMENDATION:
That the Committee note the position and authorise the Secretary to the Committee to take the actions referred to in paragraph 3 of the report.
8 JOHN HUNT OF EVEREST COMMUNITY SCHOOL - TRANSFER TO A NEW SITE (pages 341 to 345)
No objections were received in response to the public notices published on 3 September, 2004 and accordingly the Local Education Authority has determined to implement the proposals set out in the notice.
RECOMMENDATION:
That the Committee note the action taken by the Local Education Authority.
9 ROMSEY INFANT AND JUNIOR SCHOOLS - CLOSURE AND ESTABLISHMENT OF NEW PRIMARY SCHOOL (pages 346 to 347)
No objections were received in response to the public notices published on 22 October, 2004 and accordingly the Local Education Authority has determined to implement the proposals as set out in the notice.
RECOMMENDATION:
That the Committee note the action taken by the Local Education Authority.
10 REORGANISATION OF SPECIAL SCHOOLS FOR CHILDREN WITH LEARNING DIFFICULTIES IN EAST HAMPSHIRE AND ESTABLISHMENT OF RESOURCED PROVISION AT MILL CHASE SCHOOL (page 348)
These linked proposals were approved by the committee on 23 May, 2003, conditional on planning consent being obtained. The Local Education Authority has now confirmed that planning consent for the new special school was granted in July, 2004. The County Education Officer has also confirmed that planning consent is not required for the establishment of resourced provision at Mill Chase School as that will occupy existing accommodation at the school.
RECOMMENDATION:
That the Committee note that the conditions of the approvals have now been fulfilled.
