PLEASE PROVIDE THE FOLLOWING INFORMATION (typewritten):

1. What are the objectives of the proposal?

The County Council has been seeking for some time to provide better facilities for secondary aged pupils with emotional and behavioural difficulties in South East Hampshire. This proposal locates the new school in our Education Action Zone. The current building provides for 33 pupils in inadequate and inappropriate accommodation that in 2001, Ofsted identified as being substandard. A detailed feasibility study has been undertaken using Building Bulletin 77 (BB77) to draw up a schedule of requirements to provide a 49 place EBD school. It is recognised that BB77 is currently being reviewed, the design has taken account of all aspects of the modern curriculum, including science and ICT. Aspects of good practice have also been incorporated from other recently completed special school projects. This project provides increased capacity in line with the identifiable need in South East Hampshire. The recently published government Green Paper "Every Child Matters" will form the basis of the provision established at Sundridge School in terms of supporting parents and carers; early intervention and effective protection; accountability and integration and workforce reform. It is proposed that the new school will become a centre of excellence in terms of multi-agency, holistic provision for young people with emotional/behavioural difficulties.

This will enhance the quality of provision for pupils with EBD (by the provision of accommodation that fully meets present day standards) and will increase the availability of places for children with special educational needs, in accordance with Education Development Plan objectives.

2. Please give details of what consultation has taken place. Copies of:

          a. consultation documents, and

          b. the views and responses of the persons consulted should be attached.

Full details are given in the enclosed report that was considered by the Education Policy Review Committee and Executive Member on 15 and 17 July 2003, respectively. As explained in our letter dated 2 September 2004, consultations have continued since then, with representatives of the school (head teacher and chair of governors, as discussed by the governing body at their meetings on 10 December 2003, 5 May, 14 July and 8 December 2004). Continuing consultation with the local community had taken place through the "Creating Quality Places" exercise initiated by Havant Borough Council, which included a two day exhibition and discussion with local residents in Warren Park in June 2004.

3. Please provide a map showing the location of the school.

This is attached.

4. Please provide a list of all special schools and other schools maintained by the Authority where there is recognised provision for pupils with SEN.

An extract from the School Organisation Plan is attached. Apart from the increase at Sundridge School, the LEA does not expect any significant changes to the numbers at these schools over the next five years.

5. Please provide the following information (before the proposed alteration) for the current school year and for the preceding 4 years:

          a. the number of pupils at the school

          b. the number of pupils of each age group and each sex; and

          c. the number of pupils with each type of SEN for which provision is made at the school, distinguishing between day and boarding pupils.

and a forecast of those numbers for each of the subsequent five school years assuming the proposals are agreed.

There are 35 pupils at the school in the current school year. All are boys, with individual age groups varying between 6 and 8 pupils. All pupils are statemented as having BESD (Behavioural, Emotional and Social Difficulties). There are no boarders.

Numbers will gradually increase to a total of 49, over a 3 - 4 year period.

6. Please provide an explanation if the number of pupils, or the number of pupils with a particular type of SEN, is lower in the current school year than in the fourth school year preceding the current school year.

7. Please provide a statement as to whether

          a. the school has been inspected under section 10 of the School Inspections Act 1996, as amended, during the period starting three years before the date of the publication of the proposals

          b. where the school has been inspected during that period, the date of the inspection and details of the outcome of the inspection.

The school has not been inspected during this period.

8. Please provide details of any proposed arrangements for links between the school and mainstream schools maintained by the Authority.

The new school will meet the needs of locally identified pupils in a way that his flexible and dovetails with other support services and provision within the area. The possibility of providing an extended day for all or some pupils will be a central aim of the project, in addition to providing training and outreach/inreach support to local schools and the wider community. It is anticipated that the school will provide a focal point for multi-agency support and provision throughout the area.

9. Please provide the following information relating to accommodation at the school, both existing and proposed, if the proposals involve a change to the existing accommodation:

    a) the location of the accommodation; Woolston Road, Leigh Park, Havant.

b) site plan of the accommodation; This is attached

c) whether the school occupies a single or a split site; Single

d) how accessible the accommodation will be; The school will fully meet current accessibility standards

and

    e) details of the general and specialist accommodation (both teaching and non teaching).

10. Please provide details of:

      a) the staffing at the school and the proposed staff / pupil ratio; and

      b) the proposed staffing at the school and pupil staff ratio if the proposals are approved, including, if known, details of the qualifications and experience of the staff relevant to the expected pupil population at the school if the proposals are approved.

Staffing will be based on a ratio of 1 teacher and 1 learning support assistant per seven pupils. The governing body will ensure that the qualifications and experience are relevant to the needs of the pupils.

11. Please provide details of the capital costs of implementation of the proposals and how it is intended to fund implementation of the proposals, together with a statement as to whether, as a result of the proposals, any premises used for the purposes of the school or any other school will no longer be required and if so a statement as to whether those premises are to be sold and if so, the estimated sale proceeds.

The capital cost of implementation is £5,160,000. This will be funded as follows:

Targeted Capital Fund allocation from DfES £3,545,000

Capital Receipts £ 779,000

Education Capital Programme £ 836,000

TOTAL £5,160,000

12. Please give details of any recurrent costs following implementation of the proposals and any savings in expenditure as a result of implementation of the proposals.

Recurrent costs will be determined by the LEA's formula for delegated budgets. There may be savings in cases where pupils can be educated at the expanded school as opposed to having to be placed at schools outside the County, but these will depend on individual circumstances.

13. Where the proposals (if approved) would result in additional pupils attending the school, please provide details of:

    a) any transitional arrangements proposed in connection with the education of such pupils; and

    b) the proposed arrangements for the provision of transport for such pupils.

Additional pupils will be placed at the school in accordance with their individual needs. No specific transitional arrangements will be required. Transport is provided for all pupils attending the school, either by the school's own minibus or where individual transport arrangements are appropriate.

14. Where the proposals are to transfer a school to a new site, please provide a map, showing the location of the school at the proposed site.

A map is attached.

15. Where the implementation of the proposals would involve development for the purpose of the Town and Country Planning Act 1990, please provide a statement as to whether or not planning permission has been obtained and if not, explain the reasons why.

A planning application was submitted in December 2003. The grant of consent depends on the final outcome of the public inquiry into Havant Borough Council's Local Plan. This is expected by July 2005.

16. Following the revocation of the Education (Schools and Further and Higher Education) Regulations 1989 in March 2001, works providing new premises in educational establishments are no longer exempt from Building Regulations. The LEA should also have regard to DfES supplementary guidance, "Guidance on Construction Standards for Schools" and Building Bulletin 77: "Designing for Pupils with Special Educational Needs in Special Schools". Please provide a statement as to whether the design and specifications meet Building Regulations construction standards.

The new premises will meet these standards.
