2 MINUTES OF MEETING DATED 14 JUNE 2004

      Read and approved.

3 MATTERS ARISING

      SDO Rayner raised the issue of the Community Fire Safety (CFS) Local Performance Indicator (LPI) number 2 which refers to the % of Home Fire Safety Checks (HFSC's) carried out within 28 days.

      As the activity of HFSC's grow, this will be a harder target to achieve. General discussion took place around the wording and what was to be measured. Consensus was to review all LPI's at next meeting.

4 The Chair of this group has now passed from DCFO House to SDO Rayner. Meeting discussed and approved move.

5 The draft CFS Medium Term Plan was presented by SDO Rayner to the Group. A general discussion on content followed with minor changes agreed to be included. A final version will be circulated with minutes of meeting.

6 The ODPM funding for HFSC's was presented by SDO Rayner and discussed. The plan for using these funds is included in a paper at present being put to HFRS Senior Management Team. This paper is to be circulated to Group Members with meeting minutes.

    6.1 Cllr Baulk raised the issue of HFRS considering forming a voluntary charity to assist in the HFSC initiative. Initial background details required.

7 AOB

      7.1 Cllr McIntosh suggested that all CFA members should receive a HFSC.

      7.2 Cllr Horne raised the potential of Neighbourhood Wardens being used to deliver HFSC's. DO Norgate explained that countrywide Neighbourhood Wardens are used in:

        a) Arson reduction initiatives

        b) HFSC referral generation

        At present to use the wardens to actually deliver HFSC's is not being considered as systems are not in place to support the further expansion of the scheme. Also, local authorities do not see this activity as a core role of the Wardens.

      7.3 Cllr Holden-Brown suggested that all CFA members spend one day in the CFS department to gain a better understanding of the department's work. A proposal will be brought to the next meeting for discussion.
