MINUTES of the MEETING OF THE YATELEY COMMON MANAGEMENT COMMITTEE held in the Rose Rent Room, The Tythings, Reading, Yateley on

Members were mindful that, where they believed they had a personal
or personal prejudicial interest in any matter to be considered at the meeting, they should declare their interest and, having regard to the circumstances described in paragraphs 9,10,110 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. Any declaration to be made at the time of the meeting. There were no declarations of interest.

73 YATELEY COMMON SITE MANAGER'S REPORT - NOVEMBER
2004 TO FEBRUARY 2005.
The Committee consider the report of the Site Manager ( Item 5 in the Minute
Book ) outlining work undertaken since the last meeting.
The Committee were appreciative that the rubbish on the Common had been cleared.
The Tin Church had been purchased by the County Council for £1 consideration. The Site Manager suggested that the land should become part of the Land Bank. The Committee were informed by Mr. Tipton that this land had been part of the common in the past.
Work had been carried out in a ditch from the Pinch Point to Strood Pool, which would reduce flooding and ensure the safety of the A30 trunk road.
With regard to motorcyclists the greater level of communication with the local police had proved successful with a number of suspects identified and surveillance on the Common would be maintained.
New signs were to be erected on the Common on a ` pilot scheme ` basis during April 2005. The current byelaws would be displayed on the rear of the signs in the absence of the new byelaws being available at the time.
The orders for the Rights of Way review were currently with the Chief Executive. These orders which would be posted on site, and appear in the local press were subject to a 28 day review period, and would be confirmed, subject to were no objections being received.
Work on the re-grading of several tracks on the Common had been delayed as a House of Lords ruling had resulted in finance earmarked for the work being frozen. It was intended that a Capital bid would be made, which if successful, would enable this to be carried out.
The condition of the ` searchlight track ` was reported as being very poor, resulting in damage to vehicles accessing properties over it. One resident had twice occasioned damage to her vehicle's petrol tank requiring total replacement of the tank. Clarification was sought regarding the right to use the track by the owner of the next house next to Forty Winks and the liability, to keep the track in good order. It was understood that the owner had offered to make good and an informal approach could be made in the regard. This was to be investigated by the Chief Executive.
Further archaeological work was to be carried out by Carol White. Finds during 2004 had impressed the British Museum.
Clearance of rubbish on the Land Bank land was dependent on wind direction as burning was involved, and could only be carried out when conditions permitted.
74 EXCLUSION OF THE PRESS AND PUBLIC
RESOLVED :
That, by virtue of paragraph 12 of Part 1 of Schedule 12A of the local Government Act 1972, the press and public be excluded from the meeting.

The Committee considered the confidential report of the Chief Executive regarding 138 acres at Blackbushe Airfield.
