AT A MEETING of the ENVIRONMENT POLICY REVIEW COMMITTEE held on 10 February 2005 at The Castle, Winchester.

285. DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate declare their interest, and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. No declarations were made.
286. MINUTES
The Minutes of the meeting held on 21 January 2005 (Item 2 in the Minute
Book) were confirmed by the Committee and signed by the Vice - Chairman.
287. CHAIRMAN'S COMMUNICATIONS
The Chairman had no matters to report.
288. MEMBERS' QUESTIONS
No questions to the Executive Member for Environment or the Executive
Member for Spatial Strategy had been received.
289. DEPUTATIONS
No requests to make a deputation had been received.
290. LOCAL TRANSPORT PLAN
The Committee considered the report of the Director of Environment (item 6
in the Minute Book) presenting a framework for the development of the
second Local Transport Plan (LTP) which will provide a transport strategy for
2006-2011. The Committee noted that there were two deadlines; July 2005 for
the submission of the provisional second LTP and March 2006 for the full
submission of LTP2.
The Director of Environment amplified the report and Members noted the
following key areas:-
(i) The suggested vision which links the County Council's corporate
objectives with the Government's shared Transport Priorities.
(ii) The proposed introduction of a Government's funding formula which
would form the basis for future funding allocations and would be
available by April 2005.
(iii) The suggested structure which follows the tightly prescribed Government
Guidelines, supplemented by the proposed use of Appendices to present
the County Council's Transport Policies in a more accessible and easily
understood format.
RESOLVED:
That the proposed framework for the development of the second Local Transport Plan be noted.
291. SOUTH EAST PLAN UPDATE
Councillor M. J. Roberts declared a personal interest as a Member of the
Town and Country Planning Association and the Royal Town Planning
Institute.
The Committee received a presentation by the Director of Environment
providing Members with information given at the briefing for County
Councillors on 27 January 2005.
During the course of discussions, the Director of Environment circulated a
leaflet on `Holding Out for Hampshire'. This is a campaign launched by the
County Council to ensure that the residents of Hampshire are aware of the
Public consultation and of the County Council's concerns over the content
and also to encourage everyone to have their say about the Draft Plan's
policies.
A leaflet, containing a survey questionnaire, on shaping the future of the South
East Plan which had been produced by the South East England Regional
Assembly (SEERA) was also circulated. Members were advised that this was
being distributed by SEERA to all households in the region seeking views on
the draft South East Plan
The Director of Environment updated Members on the events taking place
throughout the County and agreed to circulate by email a list of the key events
and dates.
RESOLVED:
That the update on the South East Plan consultation process be noted.
292. "WORKING TOGETHER" WITH THE STREET LIGHTING CONTRACTOR
The Committee considered the report of the Director of Environment (Item 8 in the Minute Book) identifying the proposals for improved working with the County Council's street lighting Contractor, Southern Electric Contracting Limited (SEC) and the advantages that the proposed changes will deliver.
During the course of the ensuing discussion, Members questions were
answered and it was noted that an evaluation of the new arrangements would
be carried out following implementation and the results considered by the
Policy Review Committee at a future date.
In response to a question by a Member regarding members of the public
reporting defect reports or general enquiries by email, the Director of
Environment advised that such a facility was indeed available, the E mail
address was www.hants.gov.uk/highways/stlighting.

293. ENVIRONMENT POLICY REVIEW COMMITTEE - FORWARD PLAN
The Committee considered the report of the Chief Executive and Director of
Environment (Item 9 in the Minute Book) setting out issues for future
consideration by the Committee and received a verbal update from the Director
of Environment on various matters therein..

That the report as amended be advised.
