1. Summary

1.1 The following decisions are sought:

      (i) That the attached Project Appraisal for the Lymington, A337 Milford Road to Belmore Road shared use cycle track scheme, at an estimated cost of £82,000, be approved.

      (ii) That, under the powers contained in Sections 65 and 66 of the Highways Act 1980, the footway identified within the proposal be converted to a shared use cycle track for use by cyclists and pedestrians.

2. Reason

2.1 This decision supports Aim 2 (Stewardship of the Environment) and Aim 4 (Building Strong and Safe Communities) of the Corporate Strategy by improving safety for pedestrians and especially cyclists who travel between the town centre and the school/recreation centre campus.

3. Other Options Considered and Rejected

3.1 An option to construct a cycle track on the opposite side of the carriageway (western side) on Milford Road as considered at the feasibility stage of the scheme. However this option was rejected as there are several mature trees on the existing verge which have Tree Preservation Orders (TPOs) on them; this would have resulted in the cycle track having to be separated from the existing footway and meander around the trees. It was considered that this alignment would not have encouraged cyclists to use the route due to concern over personal security and safety as a result of the trees limiting visibility.
