1 Summary
1.1 The following decision is sought:
On condition that Recreation and Heritage be expected to accommodate its 2005/06 capital programme priorities within the revised programme limit, to approve the Recreation and Heritage Executive member's request to retain 100% of the capital receipts from the disposal of:
· Flats above the libraries at Bridgemary and Elson, estimated at £200,000, to support the continuation of the programme of library refurbishment
· A property at Royal Victoria County Park formerly occupied by a member of staff under a service tenancy, estimated at £400,000, to further supplement the 2005/06 Recreation & Heritage programme.
2 Reason
2.1 Requests by Executive Members for retention of 100% of the value of capital receipts require the approval of the Executive Member for Policy and Resources. Projects in the Recreation and Heritage capital programme support aims 1 to 5 of the corporate strategy.
3 Other options considered and rejected:
3.1 Restricting Recreation and Heritage's retention of capital receipts to the 25% automatically allowable under the current policy, or limiting the service's retention of the planned capital receipts to a lower level than 100%.
