Summary

1.1

That :

Apologies be extended to the Winchester and Eastleigh Healthcare NHS Trust for the breach of confidentiality which has occurred during negotiations with the County Council and officers to discuss with the Borough Council and report back on the Borough`s planning policies affecting the future use of the former Mount Hospital site.

Reasons

2.1

The purchase will enable the redevelopment potential of the County Council's adjoining land to be enhanced, offers the prospect of greater capital receipts from the sale of both the Trust and County Council land and will assist the Trust in its immediate funding arrangements and in its delivery of services in partnership with the County Council.

2.2

This decision supports the following Aims of the Corporate Strategy

Aim 1 - Maximising life opportunities through partnership working with the Winchester and Eastleigh NHS Healthcare Trust

Aim 2 - Stewardship of the environment by seeking a high-quality redevelopment of the former hospital site and protection of its setting

Aim 4 - Building strong and safe communities through the comprehensive planning, urban design and implementation of the redevelopment of the site.

Other options considered and rejected

3.1

Not to purchase the land from the Healthcare Trust and to negotiate with the subsequent purchaser to secure suitable rights to facilitate the redevelopment of the County Council's land.
