PARTNERSHIP (RSP) OFFICER - ROLE PROFILE

1. Primary Purpose of the Proposed Post

    To support the Rushmoor LSP (RSP) to ensure effective partnership engagement and delivery of key objectives.

2. Main Responsibilities

    _ To support the RSP and the Steering Group and help ensure they fulfil their Terms of Reference.

    _ To maintain and communicate up to date assessments of the needs and issues of the Borough within the framework of the Community Strategy, including evaluating data from agreed quality of life indicators.

    _ To encourage the active involvement and participation of the members of the RSP in the implementation and future review of the Community Strategy.

    _ To encourage involvement of Partner organisations through the delivery of appropriate support activities and carrying out a Secretariat role for the RSP.

    _ To co-ordinate the work of the various RSP Project Groups and ensure information is shared across the Partnership to maximum benefit.

    _ Implement any agreed performance management system for the RSP and Community Strategy including monitoring performance indicators and agreed targets.

    _ Support the Chairman and Vice-Chairman of the RSP in planning the work of the Partnership and carrying out agreed activities and projects.

    _ Assist the promotion of the RSP in conjunction with Partner organisations, including contact with other agencies, the media and the broad community.

    _ Identify possible sources of essential funding and prepare bids where bids required to access such funds

    _ Manage, monitor and evaluate RSP projects and any associated budgets.

    · Supervise any seconded staff placed with the RSP.

3. Tenure of Post

    This post is established for an initial period of three years. A review of the post will be carried out at the beginning of the third year.

4. Employment Status

    The post holder will be regarded as an employee of Rushmoor Borough Council for the purposes of terms and conditions of employment, health and safety and all issues relating to superannuation, payroll and remuneration.

5. Reporting Arrangements

    The post holder will be responsible to the Partnership through the Chairman and Vice-Chairman. Day to day management will be provided by the Borough Council's Head of Democratic Services.

6. Office Base

    The post holder will be based in Aldershot at the offices of Blackwater Valley Enterprise Trust, No. 9 Wellington Street. However, it will be necessary for the post holder to work with partner organisations, especially Rushmoor Borough Council.
