1. Summary
1.1 This report brings to the attention of the Council the need to review proportionality on committees and other organisations to which the statutory rules on proportionality apply.
2. Material Changes
2.1 The following factors have recently affected the proportionality table:
- the Gosport Peninsula Access Panel having 3 members compared with the former Light Rapid Transit Development Panel's membership of 5;
- the 2 December 2004 by-election result;
- the creation of the New Forest National Park Authority;
2.2 The outcome is that mathematically the Liberal Democrat Group has an entitlement overall to 3 more seats while the Labour Group has an entitlement to 3 fewer seats. After consultation with the Leader of the Council and the minority political group leaders the following changes are proposed and are reflected in the proportionality table attached. This shows an agreed continuing marginal imbalance between the minority groups for the short period until the County Council elections on 5 May 2005.

SACRE Replace 1 Labour by 1 Liberal Democrat
New Forest National Park Authority 3 Conservative, 2 Liberal Democrat
Recommendations
That, subject to any changes the Council may wish to make, the proportionality table appended to the report be approved.
