PROPOSALS TO DEVELOP OR VARY NHS SERVICES

1. The Winchester and Eastleigh Healthcare NHS Trust have temporarily close the endoscopy service at Andover War Memorial Community Hospital as a result of the identification of a contaminant. Members were concerned about the possibility of contamination happening elsewhere and have asked for further information about the monitoring procedures in place. The situation will be closely monitored.

2. The Portsmouth City Primary Care Trust has now published proposals for maternity services in southeast Hampshire. The Joint Committee consisting of representatives of Hampshire County Council, Portsmouth City Council and the Isle of Wight Council will be scrutinising the proposals and the Committee will be regularly advised of progress.

3. The Committee has approved a framework for assessing substantial changes to NHS provisions. This will provide a basis for dialogue between Overview and Scrutiny Committees and NHS organisations to establish if a proposal to vary or develop NHS provision for people living in the area is of a substantial nature. The framework was shared with colleagues in Portsmouth, Southampton and the Isle of Wight who have now also endorsed it. The framework has also been circulated to NHS organisations and the Independent Reconfiguration Panel and initial responses show it to be favourably received.

4. The consideration of proposals to develop or vary NHS services supports Aims 1, 4 and 5 of the Corporate Strategy.
