MEMBERS' ALLOWANCES
1. The Committee has considered the Members' Allowances Scheme for 2004/05, in the light of recommendations from the Independent Remuneration Panel. In the main, little change was required to basic Members' allowances and special responsibility allowances, which are therefore uprated for inflation on the basis previously agreed, so that they remain in line with the APT&C staff pay increase. The current schedule is attached as an Appendix to this report.
2. There were two specific areas where the Committee agreed with the Independent Remuneration Panel that there had been substantial changes in individual responsibilities in the area of health review which would justify increased allowances being paid. A recommendation to increase the special responsibility allowances for the Chairman and Vice-Chairman of the Health Review Committee is set out below.|
3. The Committee also agreed with the proposal from the Independent Remuneration Panel that the childcare and dependants' carers' allowances should be tied to the same rates as those paid by Hampshire Social Services, and a recommendation to that effect appears below.
4. This report supports Aim 6 of the Corporate Strategy - Developing Councillors and staff - by recognising in financial terms the various responsibilities undertaken by elected Members and others to whom allowances are payable.
RECOMMENDATION
1. That the special responsibility allowance for the Chairman of the Health Review Committee be increased by £2,600 per annum and the special responsibility allowance for the Vice-Chairman of the Health Review Committee be increased by £650 per annum, both backdated to 1 April 2004.
2. That the childcare and dependants' carers' allowances be tied to the same rates as paid by Hampshire Social Services, namely -
- Dependants' carers' allowance - £7.84 an hour
- Childcare allowances - £4.00 an hour
