BUDGET 2005/06
1. For this, the second year in which the Authority has set its own council tax, an increase of 1.6% was agreed at its meeting on 9 February, 2005. This takes the council tax at Band D to £52.11. This low increase has been made possible by a combination of factors including the underspend expected to be achieved in 2004/05, a reduced need to contribute to one-off costs (in particular the building up of balances), the Government's decision not to require repayment of transitional funding in 2005/06, and the absence of any significant new proposals for growth.
2. The Authority will, within this budget, be able to move to a sound level of £2m of reserved balances in accordance with an assessment of the strategic risks faced by the Authority, and to initiate a move towards members' preferred policy of purchasing replacement vehicles from revenue rather than from borrowing (having moved away in 2004/05 from any leasing of new vehicles).
