1 Summary

The following decision is sought :

1.1 To gain approval from the Executive Member for a single tender contract for 10 supported lodgings placements for care leavers : under the Invest to Save scheme.

2 Reason(s)

2.1 To extend the range of accommodation choice for our most vulnerable and high cost young people.

2.2 The decision supports Corporate Aims 1: `maximising life opportunities'; Aim 4: `building strong and safe communities' and Aim 5: `improving services'.

2.3 To reduce spending on high cost non-county placements.

3 Other options considered and rejected

3.1 To continue using independent fostering placements and non-county provision, where costs are markedly higher than the proposed costs with Stonham.

3.2 A tendering procedure was considered but rejected because Stonham is currently the only provider that is willing to work with care leavers who historically and potentially could pose serious risks.

3.3 It has a proven infrastructure in place, has the confidence of service users and the capacity to provide move on accommodation.
