AT A MEETING of the CENTRAL HAMPSHIRE TRANSPORT STRATEGY PANEL held on Tuesday 1 March 2005 at The Castle, Winchester.

34. DECLARATIONS OF INTEREST

    Members were mindful that, where they believe they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

35. MINUTES

    The Minutes of the meeting of the Panel held on 26 January 2005, were confirmed as a correct record and signed by the Chairman, subject to the addition of the name of Councillor J. K West in the list of attendance.

36. CHAIRMAN'S COMMUNICATIONS

    There were no Chairman's communications.

37. DEPUTATION IN RESPECT OF TRAFFIC ISSUES AND PROPOSALS FOR SELBORNE, OAKHANGER AND BLACKMOOR VILLAGES

    Mr P. Chapman, Mr R. Selwyn, Mr S. T. Goater and Mr A. Chisholme of Selborne Parish made deputations in respect of traffic issues and proposals in respect of each of the three villages of Selborne, Oakhanger and Blackmoor.

Mr P. Chapman, Chairman of the Selborne Parish Traffic Sub - Committee introduced the deputation for local village submissions for funding.

The first part of the deputation was given by Mr R. Selwyn, who spoke concerning the traffic problems in the village of Selborne, the increasing traffic volumes and the need to reduce vehicle speeds limits through the village. He proposed a reduction in the speed limit from 30 mph to 20 mph.

Mr S. T Goater spoke in support of the need for action to slow the traffic flow through the village of Oakhanger.

Mr A. Chisholm spoke in support of the need for traffic restrictions through the village of Blackmoor to slow traffic and footway provision to the school.

The Chairman reported that the County Council was performing well against the Government's national casualty reduction targets to the year 2010 through the Hampshire Road Safety Strategy. Provisional results for 2004 currently indicated that the reduction achieved in Hampshire was ahead of target to meet the 2010 figure with the lowest recorded fatal and serious casualty toll on Hampshire's roads.

He advised that discussions had been held with the Police concerning speed limits through villages and advice received had indicated that there was little use in reducing speed limits unless there were appropriate engineering measures in place to make them self enforcing.

The Chairman thanked the deputation which had helped to focus on the real issues of speed and balancing any measures against their environmental impact in the villages. He also advised that a walk through the villages had been discussed previously with the Parish Council. This meeting on site was likely to take place during April to consider what measures were feasible, practicable and affordable. Officers would contact the Deputees to arrange a convenient date.

38 INDICATIVE MEDIUM TERM CAPITAL PROGRAMME 2005/06 AND

BEYOND

    The Panel considered the report of the Director of Environment (Item 5 in the

    Minute Book) outlining a possible Transport Capital Programme for 2006/07 and beyond taking into account the likely funding available and the emerging priorities for the new Local Transport Plan (LTP) seeking Members' views on the key problems to be addressed in the second Local Transport Plan (LTP).

    Members considered Appendices 1 and 2 of the report and advised that they were broadly content with the proposed draft programmes and the priorities for schemes to be provisionally included in the 2006/07 programme and beyond.

    RESOLVED:

    That the Panel indicated its broad agreement with the proposed draft programmes.

39. LOCAL TRANSPORT PLAN 2 PROBLEMS AND POTENTIAL

    The Panel considered the report of the Director of Environment (Item 6 in the

    Minute Book) seeking Members' views on the key problems and issues to be addressed in particular areas in the second round of Local Transport Plan (LTP).

    The Director of Environment advised that at the end of the formal business a group workshop would be held to discuss aspects of the Local Transport Plan 2 and asked Members to split into 2 groups; Basingstoke and East Hampshire Borough Council Members and Officers and Winchester and Test Valley Borough Council Members and Officers with the appropriate County Council Officer support facilitating discussion.

    RESOLVED that the report be noted and that the list of problems prepared by Members be discussed at the workshops in the format proposed in paragraph 2.3 of the report.

    The next meeting of the Panel would be held on Tuesday 14 June 2005 at 2.00pm

in the Conference Room, Winchester.
