The Minutes of the meeting held on 2 November 2004 were confirmed as a correct record and signed by the Chairman.

74. PROGRESS UPDATE ON SCHEMES IN THE CAPITAL PROGRAMME
The Panel considered the report of the Director of Environment (Item 5 in the Minute which outlined the progress made on transport schemes within the Capital Programme 2004/05 and detailed the schemes approved for inclusion in the 2005/06 Capital Programme.
Havant Bus Station
Planning permission had been granted in February 2005 and the advanced works had been completed. The service and maintenance agreement drawn up between the County Council and Havant Borough Council was awaiting formal completion. It was intended that Executive Member for Environment's approval for the project approval would be sought on 22 March 2005. Construction of the new bus station and apron area was scheduled to commence August 2005.
A3 Bus Priority Corridor
Although it had not proved possible to expedite the scheme and to have an earlier completion date, this had not been detrimental to the scheme and the project was still within the Department of Transport's timescale.
Section 2b - Purbrook to Waterlooville:
A new traffic signal bus gate had been installed in January 2005 and its operation and performance would be monitored for 18 months. Members' observations were invited to assist in the monitoring process.
Members thanked officers for their efforts in meeting the requests of the Waterlooville traders to minimise the disruption caused by the roadworks. In response to concerns raised about the comparative speed of buses in the bus lane to the slower moving traffic in adjoining lanes on the Widley to Purbrook Section, it was confirmed that a traffic survey was currently underway to assess an appropriate speed limit.
RESOLVED:
That the progress made with the schemes in the 2004/05 Transport Capital Programme be noted and the schemes approved for inclusion in the Capital Programme for 2005/06 be supported.
75. HIGHWAY MAINTENANCE PROGRAMMES 2004/05 AND 2005/06
The Panel considered the report of the Director of Environment (Item 6 in the Minute Book) which informed Members of the progress made on the 2004/05 Highway Maintenance Programme and gave details of the Highway Maintenance Programme and Budget for 2005/06
Members were advised that the total allocation of the 2005/06 Highway Maintenance budget figure for Havant was £603,000. The figure was similar to last years. The reduced special maintenance programme for 2005/06, which was due to the agreed higher rating intervention level for maintenance schemes.
Members' drew attention to the deterioration of the road surface in Mill Road, Waterlooville. The road had been used as a diversionary route for traffic, whilst works were carried out in connection with the A3 scheme.
RESOLVED:
That the report be noted.
76. CAPITAL MINOR WORKS PROGRAMMES 2004/05 AND 2005/06
The Panel considered the report of the Director of Environment (Item 7 in the Minute Book) which informed Members of the progress made with the 2004/05
Capital Minor Works Programme and sought their preference for the minor works schemes included in the 2005/06 programme.
Members raised a concern about damage caused by a car crossing the new verge area in Beaulieu Avenue, Warren Park and requested that the dragons teeth be installed to prevent this re-occurring.
RESOLVED:
That the Executive Member for Environment be advised that the following schemes, listed in order of priority, be included in the Capital Minor Works Programme for 2004/05:
(i) Royal Way, Waterlooville (£2,000); and
Shawford Grove, Leigh Park (£3,000);
(ii) Teal Close, Hayling Island (£3,000); and
(iii) Kings Road, Emsworth (£10,000)
77. CASUALTY REDUCTION PROGRAMMES
The Panel considered the report of the Director of Environment (Item 8 in the Minute Book) on the progress made on the Hampshire County Council and Hampshire and Isle of Wight into 2005/06.
The Director of Environment advised the Panel that the provisional figures for 2004 indicated that the reduction in all killed and serious injury accidents in Hampshire were ahead of the targets set by the Government for 2010. The figures from Hampshire Constabulary indicated that fatal and serious casualty figures were expected to be the lowest recorded casualty tolls on Hampshire's roads to date.
Members congratulated officers on their achievement and also on their prompt action in introducing remedial measures at reported accident spots.

78. TRAVEL PLAN PROGRAMMES (INCLUDING SAFER ROUTES TO SCHOOL)
The Panel considered the report of the Director of Environment (Item 9 in the Minute Book on progress made with the workplace, school and personalised travel planning and the Safer Routes to School programmes within the Havant area.
The Director of Environment reported that they were now working with 28 out of 51 schools in the Havant area on the School Travel Plan programme.
RESOLVED:
That the progress made with the delivery of the workplace, school and personalised travel planning and Safer routes to School programmes in the Havant area be noted.
79. OTHER HIGHWAY RELATED PROGRAMMES
The Panel considered the report of the Director of Environment (Item 10 in the Minute Book) on programmes for the Regeneration of Older Urban Areas, Intelligent Transport Systems, Bridgeworks, Development Related Works and Street Lighting in the Havant area.
Officers noted the individual poor lighting areas identified by the Members.

80. ROUTE 21 QUALITY BUS PARTNERSHIP (HAVANT TO PORTSMOUTH)
The Panel considered the report of the Director of Environment (Item 11 in the Minute Book) on the work undertaken by the Passenger Transport Group on the Route 21 Quality Bus Partnership (Havant to Portsmouth).
It was reported that the number of passenger journeys had increased by 20 per cent over the last 12 months.
Members were updated on the current situation in respect of the Hayling Island Ferry service.

That the report be noted.
81. TRAFFIC ENGINEERING PROGRAMMES 2004/05
The Panel considered the report of the Head Of Technical Services, Havant Borough Council (Item 12 in the Minute Book) on the traffic engineering programme for 2004/05.
A list of the approved strategic liveabilty schemes was circulated at the meeting.

It was noted that the next meeting of the Panel would be at 2.00 p.m. on Wednesday, 2 November 2005 at the Civic Offices, Havant Borough Council.
