Capital Minor Works Programmes 2004/05 and 2005/06

1. Summary

1.1 This report outlines:

        (i) progress with the 2004/05 Capital Minor Works Programme; and

      (ii) details of the 2005/06 Capital Minor Works Programme.

2. Capital Minor Works Programme 2004/05

2.1 As previously reported, the Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. In the 2004/05 programme, £250,000 was allocated county-wide, of which £15,000 was allocated for Havant. The schemes included in the programme were:

      (i) Beaulieu Avenue, Warren Park £5,000

        Provision of footway link from layby to housing

      (ii) A259 Havant Road, Emsworth £10,000

        Removal of layby and widening of narrow footway

        Total £15,000

2.2 All works have been completed, excepting that the installation of dragon's teeth or railings at Beaulieu Avenue to deter driving on the footway has been deferred until their need has been established.

3. Capital Minor Works Programme 2005/06

3.1 The funding allocation for the 2005/06 programme county-wide is expected to be £250,000, of which Fareham, Havant and Gosport have an allocation of £50,000. Subject to final confirmation of the budget, it is anticipated that this will enable one or two schemes to be implemented within Havant during this financial year.

3.2 Appendix 1 details the current schemes within the Capital Minor Works Programme. Each scheme has been subject to a set of ranking criteria based on its benefits. The highest rated schemes from the list are:

      (i) Teal Close, Hayling Island £3,000

        Addition of missing footway link

      (ii) Royal Way, Waterlooville £2,000

      Addition of missing footway link

    (iii) Shawford Grove, Leigh Park £3,000

      Addition of footway link to parking area

    (iv) Kings Road, Emsworth £10,000

      Providing defined footway and making up

      Sub-standard carriageway

        Total £18,000

Recommendation

That Members indicate their preference for minor works schemes in 2005/06 and the Executive Member for Environment be advised accordingly.
