Traffic Engineering Programmes 2004/05

1. Summary

1.1 This report covers the main programmes of traffic engineering work completed and ongoing in the Borough during 2004/05 under the following headings:

    (i) Traffic Management;

    (ii) Decriminalised Car Parking Enforcement;

    (iii) Cycleways; and

    (iv) Other Works.

2. Traffic Management

2.1 The Borough Council receives numerous requests from the public for traffic management measures and priority is given to those where road safety is an issue. Schemes also transpire as a result of monthly `Casualty Reduction Partnership' meetings that take place with the County Council's Safety Engineering Group and the Police to discuss matters relating to the fatal and life threatening accidents that occur on the Borough's roads.

2.2 The list of traffic management schemes included in the 2004/05 revenue programme is shown in Appendix 1.

3. Decriminalised Car Parking Enforcement

3.1 Decriminalised car parking enforcement is on target for the implementation date of 4 April 2005.

3.2 The final application for decriminalised powers was sent to the Department for Transport (DfT) by the County Council in November. The draft Order has been prepared by the DfT and is progressing through the parliamentary process. An Agency Agreement has been agreed between the County Council and Borough Council and is in the process of being signed.

3.3 The review of existing Traffic Regulation Orders has been completed and the Orders consolidated into a single Order, which is being advertised. A condition survey of signs and lines has been undertaken and the remedial works identified are being carried out.

3.4 Staffing issues have been resolved, with three traffic wardens transferring from the Police on 4 April and current Borough Council parking inspectors transferring to new contracts on the same date. An additional four enforcement staff have been appointed and will be in post at the beginning of March. Training and job familiarisation will take place during March.

3.5 All IT and administration issues are progressing well and no problems are anticipated.

3.6 Publicity is continuing through the local press, use of the Borough Council's magazine, `Serving You', and information on the Council's website. An information leaflet has also been produced and is being made generally available to the public.

4. Cycleways

4.1 Information as to the progress being made with the various cycleway schemes is set out in Appendix 2.

5. Other Works

5.1 The Borough Council has provided £15,000 from its capital programme for 2004/05 towards the provision of crime prevention lighting. As in previous years the County Council has provided a contribution towards these schemes from its Community Safety Initiative programme. The identified schemes have now been completed.

5.2 Liveability schemes have been discussed at the six Community Boards and proposals have been submitted to the Liveability Project Board. This Board discussed the proposals on 26 January and has put forward recommendations to the Borough Council's Executive, which is scheduled to meet on 8 February, as to which schemes should be carried out. Many of the proposed schemes will involve improvements to the highway, and County Council officers have been and will continue to be involved as appropriate.

APPENDIX 2

HAVANT CYCLEWAYS

Hayling Billy Trail (Havant Railway Station)

The proposed scheme to continue the trail from the centre of South West Trains' car park to the station forecourt, including cycle storage and motor cycle storage, is awaiting legal approval from HCC. The works are planned to start in May 2005.

Hayling Billy Trail (Langstone)

HCC still to complete a project appraisal. Due to the design issues and agreements still required, funding for this section of the trail is likely to be deferred until 2006/07 at the earliest. Copies of the risk assessment are available for viewing at Havant's offices. Pedestrian and cycle counters have been installed at the north approach to the bridge.

A259 (Emsworth, Havant Road)

Feasibility study is being carried out by HCC to assess the possible completion of the cycleway to Emsworth town centre.

Southleigh Road

Work to the section adjacent to Eastleigh Road has been completed. The scheme has been extended to the junction with Emsworth Road in order to meet the requirements for a bid to Sustrans, which was successful in securing a £40,000 contribution. Works to the remaining section are planned to be substantially complete by the end of March 2005.
