AT A MEETING of the SOLENT TRANSPORT STRATEGY PANEL held on Thursday 3 March 2005 in the Council Chamber, Hampshire County Council Offices, The Castle, Winchester.

34. DECLARATIONS OF INTERESTS
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should, normally at the time of debate declare their interest, and having regards to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

The Minutes of the meeting held on 28 January 2005 were confirmed as a correct record and signed by the Chairman.
Arising thereon:
Item 32 - Strategy Progress and Issues
Officers reported that due to the timescales involved it had not been possible to bring a report regarding the Portsmouth Road/Hamble Lane junction to this meeting. It was anticipated that a report would be received by the Panel at its meeting on 2 June 2005.

38. INDICATIVE MEDIUM TERM CAPITAL PROGRAMME 2006/07 AND BEYOND
The Panel considered the report of the Director of Environment (item 5 in the Minute Book) outlining a possible Transport Capital Programme for 2006/07 and beyond, taking into account the likely funding available and the emerging priorities for the new Local Transport Plan (LTP).
In the ensuing discussion the following salient points arose;
(i) particular reference was made to the merits of proposed schemes for Totton town centre, Havant railway footbridge, and Fareham rail interchange. Potential schemes resulting from the Gosport Peninsula Access Panel were also highlighted for inclusion in a future programme. It was noted that the proposed Programme had not yet been confirmed and was only for 2006/07, further schemes would be included in the LTP for subsequent years;
(ii) the importance and value of Town Centre Access Plans (particularly their involvement of the local community) and the Casualty Reduction Schemes, were emphasised;
(iii) Members heard that a further report including a proposed methodology for prioritising schemes for the LTP 2006-2011 would be presented to the Panel at a future meeting;
(iv) congestion, one of the Governments four key priorities, while not specifically mentioned in the report, would be a key consideration when allocating all the County wide budgets.
RESOLVED:
That the Panel's comments concerning the proposed draft Capital Programme for 2006/07 be indicated to the Executive Member for Environment.
39. LOCAL TRANSPORT PLAN 2: PROBLEMS AND POTENTIAL SOLUTIONS.
The Panel considered the report of the Director of Environment (item 6 in the Minute Book) seeking their views on the key problems to be addressed in the second LTP. It was explained that in the workshop session, which would follow the meeting, Members would be asked to identify and prioritise specific current and future problems which the next LTP needed to address. The shared priorities relating to each issue would also need identifying.
RESOLVED:
That the report be noted and that the format proposed in paragraph 2.3 of the report be used when preparing lists of problems to be addressed by the next LTP at the workshops.
